Operations planned from February 1 to July 31, 2025

The Ministry of the Interior and Public Security has just announced the ordinary revision of the electoral lists in accordance with the provisions of the Electoral Code (article L.37 of the Electoral Code, article R.28 of decree no. 2021-1196 relating to the regulatory part of the Electoral Code). The operations which fall within the framework of updating the electoral register will take place from February 1 to July 31, 2025.

The ordinary revision of the 2025 electoral lists, lasting six months, starts on February 1. Information confirmed by the General Directorate of Elections (Dge) of the Ministry of the Interior and Public Security reached by telephone yesterday. The Dge announces the imminent publication of the official press release on the issue. This operation, which is part of efforts to strengthen the transparency and inclusiveness of the electoral process, will be closed on July 31, 2025 in accordance with the provisions of the Electoral Code. Its article 37 states that “the electoral lists are permanent. They are subject to an annual review initiated by the administration. Except in cases of force majeure, this so-called ordinary revision takes place within the time limits set by this Code (…).”

During this ordinary review period open to all voting citizens who have reached the electoral majority, i.e. 18 years, Senegalese will have the opportunity to register. Registrations (first-time voters) and updates (change of electoral address, correction of possible errors in personal data) can be carried out in the various administrative commissions open throughout the national territory. These are made up of a president and a substitute designated by the prefect or sub-prefect, the mayor or his representative as well as a representative of each legally constituted political party or coalition of political parties declared to this effect. effect with the competent authority.

The last ordinary revision of the electoral lists dates back to 2016. Since then, only extraordinary revisions have been organized. And yet, in accordance with article L.37 of the Electoral Code, the government can only resort to article R.28 of decree no. 2021-1196 which provides: “a so-called “ordinary” revision takes place, except case of force majeure or exceptional revision in perspective, each year, from February 1 to July 31 inclusive.

In addition, article 37 specifies that before each general election, an exceptional revision may be decided by decree which then determines the duration of operations and the deadlines for litigation. “In this case, there will be no ordinary review. However, the exceptional revision may be decided in the same form in the event of an early election or referendum. If the deadlines for organizing an early election or a referendum do not allow the normal conduct of an exceptional revision, the election or consultation is made on the basis of the electoral list revised in the current year “.
