Parapublic sector in Senegal: Diomaye pleads for

During the opening ceremony of the first Conference of Public Administrators and Managers (CAMP), held on Monday January 20 at the Abdou Diouf International Conference Center (CICAD) in Diamniadio, the President of the Republic, Bassirou Diomaye Faye, put shed light on the challenges of exemplary and efficient governance of public entities. Speaking in front of an audience of experts and public officials, he underlined that “a strategic State confers delegations to public entities, but it ensures the exemplary nature of their governance and their performance”.

As reported by Sud Quotidien, the president insisted on the importance he attaches to the strict and efficient management of the parapublic sector. He urged the Prime Minister to guarantee the rigorous application of the orientation law of April 19, 2022 relating to the parapublic sector. This legislation, designed to rationalize the portfolio of public companies, aims in particular to:

Optimize the use of public resources; Strengthen control of the interventions of parapublic entities; Ensure their effective contribution to the creation of added value for the benefit of the nation. “I reiterate the requirement for the deliberative and executive bodies of parapublic sector entities to stick strictly to their prerogatives,” he insisted, insisting on the discipline and responsibility of the governing bodies. President Diomaye Faye also stressed the need for increased vigilance in the management of public companies. According to him, these entities must be administered in accordance with the best international standards. He said: “I draw attention to the importance of rigorous management of public enterprises, which must be engines of growth and not burdens on the nation. Their contribution to collective prosperity must be evident. » To strengthen governance and maximize the economic impact of public entities, the President mandated the Prime Minister, in close collaboration with the Minister Secretary General of the Presidency, to establish a precise list of strategic public companies. This list includes in particular:

Senelec, for its key role in energy supply;

Petrosen, as a central player in the hydrocarbon sector;

SAR (African Refining Company), strategic for the supply of petroleum products;

Air Senegal, pillar of national and regional air transport;

FONSIS (Sovereign Fund for Strategic Investments), engine of strategic investments;

La Poste, vector of essential public services;

The Autonomous Port of Dakar, a major logistics platform for the Senegalese economy.

Through his speech, Bassirou Diomaye Faye reiterated his commitment to transforming public enterprises into levers of sustainable development and collective prosperity. He insisted on rigorous governance, based on transparency, performance and accountability, as essential conditions to ensure that the parapublic sector fully plays its role in the service of the nation.
