Saint-Roch: an action plan against vandalism in June

The Marchand administration will submit, by June 17, a municipal action plan to fight vandalism in the Saint-Roch district.

This is what we can read in a decision-making summary made public Monday late morning, on the eve of the first municipal council of the year 2025, in Quebec.

«It is proposed that the Saint-Roch working group be responsible for putting in place a municipal plan for the prevention and fight against vandalism to be tabled at the latest at the municipal council meeting on Tuesday, June 17, 2025,” it is stated. in this text.

Last week, the mayor of Quebec, Bruno Marchand, had already mentioned this future Plan without however providing a precise date for its submission. On the ground, the homelessness crisis is hitting the sector hard and some traders say they fear for their safety.

Proposal accepted with caveats

The submission of this Plan is contained in a response to a notice of proposal in which Claude Villeneuve, leader of the municipal opposition, suggested – since last October 15 – “the establishment [d’]an aid program for owners of affected sectors in order to help maintain social cohesion and reduce tensions.

The Marchand administration adopted this notice of proposal from Mr. Villeneuve while putting a damper on the idea of ​​an aid program. “The establishment of such a program would allow a very partial resolution of the complex challenges encountered, in particular by not allowing the risk of repeat offenses to be influenced,” we read in the analysis and the solutions envisaged.

Recognizing “the importance of balancing community efforts aimed at improving the quality of life of all citizens and strengthening social cohesion”, the executive committee of the City of Quebec maintains that “resolving the challenges encountered involves the implementation of a variety of actions aimed at preventing and combating vandalism, in a structured and sustainable manner.

It is added, in the decision-making summary, that “an assessment of administrative and operational costs must also be completed before implementing such proposals”.
