In a world where digital technology is redrawing the contours of the economy, administration and daily life, few people embody such mastery of technology and such a clear strategic vision as Ibrahima BA, better known as Ibou Ba . At 56 years old, this Senegalese leader is much more than a technical expert: he is a builder of solutions, a visionary in the service of innovation and progress.
It was in France that Ibrahima BA laid the first stones of her impressive career. Graduated with a Master’s degree in General Management from the University of Paris 10 after his Bachelor’s degree in Sciences and Technologies with a mention in Computer Science (work-study) at Lille 1 in the 1990s and holder of a project manager certificate from the École Centrale de Lille , he completes his training with PMP certification, a guarantee of his excellence in complex project management. He then enriches his expertise with specializations in enterprise architecture, telecommunications, and information systems.
But beyond the diplomas, it is his field experiences which forge his stature. For nearly three decades, Ibrahima navigated between Senegal and France, holding high-level positions in prestigious organizations. He distinguishes himself in both the public and private sectors, leading game-changing strategic initiatives.
The information systems strategist
Since 2015, Ibrahima BA has held the role of Advisor to the Director General and Program Manager (PMO) at the State IT Agency (ADIE) of Senegal, now Sénégal Numérique SA. In this position, he is at the heart of digital transformation projects, working to modernize the Senegalese administration and build the foundations of a sustainable digital economy.
Among its flagship achievements, we include its initiatives for the dematerialization of criminal records, a major step forward for transparency and administrative efficiency, or its role in the ambitious Saint-Louis Numérique project, designed to make this city a model of urban intelligence.
It is no coincidence that international institutions like UNESCO and UNCTAD asked Ibrahima BA to join their working groups. As chairman of the steering committee on the rapid assessment of electronic commerce in Senegal, he was able to guide national strategies towards successful digital adoption. His active participation in international projects illustrates not only his expertise, but also his commitment to integrating Africa into the global digital revolution.
-Impact-based leadership
Ibrahima is not just a technician or a strategist. He is a leader, a facilitator of change. His skills go beyond simple mastery of technologies: he knows how to mobilize, convince and support teams in adopting innovations. He is a passer, a facilitator, capable of translating complex concepts into concrete actions and tangible results. Moreover, due to its transversality, it contributes through the Societal Chronicle in the show Kinkelibaa de la RTS1.
Alongside his professional careers, Ibrahima BA remains a man of values, attached to his family and his country. His colleagues and partners describe a humble, rigorous and deeply human leader. In his interventions, we find a strong conviction: that technology only makes sense if it improves people’s lives. He invested in his localities from Fass Touré to Yene Dialaw as the Coordinator of Digital Diplomacy of Senegal (DNS) for the promotion of digital technology to children, women and young people in rural areas.
An essential figure for the digital future of Senegal
Today, as Senegal accelerates its digital transition, the role of Ibrahima BA is more crucial than ever. By combining strategic vision, technical expertise and execution capacity, he embodies a new generation of African leaders, capable of making their countries shine on the international stage.
In an environment where digital technology is the key to competitiveness, Ibrahima BA is not content with being a player. He is an architect. The one who, with method and passion, builds the future.
