The local urban planning plan (PLU) of Bastia is currently being revised, in particular to integrate the requirements of the climate and resilience law. In the Fangu district, near the city center of Bastia, lthe construction of 450 housing units registered in thehe project of the city's new local urban plan (PLU) worries some residents.
According to the spokesperson for the recently created citizen collective,The planned constructions could worsen the risks of flooding but also harm the quality of life.
“Compared to my building which is an R+5, there will be two floors above with, in addition, the roof, explains Jean-Michel Chozard. Which means that in terms of sunshine, a whole part of the homes will find themselves in the shade in the afternoon, whereas here, they are bathed in the sun.”
Today, this collective has already gathered more than 370 signatures. A public inquiry has been open since January 14 and, Already, organized opposition is making itself known.
Further south, in the residential area of Agliani, another collective which would bring together 150 families denounces the increase in buildable areas and the establishment of buildings.
“For us, this is not acceptable because the roads are not adapted to this population which will grow in the sector and in particular the vehicles which will circulate there”, points out Didier Franceschi, spokesperson for the citizen collective “Agliani Terra Natura”.

Create vast natural spaces in the heart of the city, build on the outskirts of eco-districts, here are the other proposals from the two collectives who met on Place Saint-Nicolas. Member of the municipal opposition, Julien Morganti came in support:
“Putting green space, a large urban park back in the center of the city, is also a very important concept, he indicates. Bastia must be dedensified to improve the quality of life.”
For its part, the town hall fully assumes the major orientations of the PLU which provides for vertical urban densification, as well as the protection of 330 hectares of agricultural land.
The town planning deputy responds to the criticism:
“Today, when we create density and verticality, it allows us to create parks and green spaces, the most convincing example being that of the Fort Lacroix park that we created and inaugurated on Saint -Antoine”notes Paul Tieri, delegate for sustainable development and strategic planning.
Measures facilitating access to a first home are also provided for in the PLU project.
“10% of housing will be dedicated to first-time buyers, at prices which will be 30% lower than those of the market”, specifies the deputy mayor.
The public inquiry allowing you to consult the local town planning plan and formulate observations is accessible on the official website of the City of Bastia or directly at the town hall until February 21.
