Puy-l’Évêque. Viticulture and housing, intercommunity projects

Serge Bladinières, president of the Lot Valley and Vineyard community of communes, spoke on two important themes for the region. Before tackling these subjects, a reminder: for the Puy-l'Evêque health center, the acquisition of the building costs €195,000.

What is the first theme?

This is the poor health of Lotois viticulture in the broad sense, the proof with an unprecedented grubbing plan affecting almost 20% of the appellation, we are on a 750 ha grubbing plan and it is very worrying. The CCVLV has taken its full share from 2024 with €100,000 paid to the inter-profession. We will pay the remaining €50,000 of the €150,000 voted and we will have a commitment subject to the approval of community advisors by opening 150,000 € in 2025 and 2026, for a total of aid from the CDC of €450,000, which will help the collective tool and I welcome the merger for a new global viticulture entity, it is very important today that viticulture is linked. Beyond that, it is very important to support viticulture which is going through a double crisis, production with climatic phenomena since 2017, and also with market problems in Cahors wines. We need to be united between the municipality, the CDC, state services and other local authorities, the region, the department.

What is the second theme?

It’s habitat. We have been working on this for more than two years, both through aid and funding so that Soliha can hold offices in our territory. In 2025, we are in a more concrete phase. An agreement is made with the department and several communities of municipalities for a one-stop shop; for what is linked to energy savings and insulation, it is always the departmental approach that will prevail. We will subscribe to it and participate. Concerning adaptation to old age or disability, we are going to launch the operation in four municipalities: Puy-l'Evêque, Prayssac, Luzech and also Castelfranc in their town center. For the other municipalities of the CCVLV, there will be a general interest housing plan which will also allow you to claim aid, a service provider will come and help prepare the files. What we want is to have a proactive approach. Today there is a shortage of housing, especially good quality and energy efficient housing. This is an important step. Although I understand that we need to have seasonal accommodation for tourists, competition is very strong with year-round rentals and we are short of it. Tomorrow, bringing in doctors means housing them comfortably. We have the services, schools, college…. On housing, the CDC will devote €100,000 per year, there will be operating and investment credits. The national context is very uncertain regarding community revenues. We are imagining projects to improve the quality of life of the population and we are uncertain about future revenues, hence the importance of a finance law for 2025.
