It was revealed Monday that the Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks has issued an order concerning the companies 9115-8378 Québec inc. as well as 9116-4327 Québec inc. and forced them to rehabilitate part of two lots (3,932,220 and 3,932,229) located in L’Assomption.
It should be noted that the two companies targeted are both owners of the former Thouin sand pit.
The Ministry reports that oils and oily sludge were dumped on some of the lots in the 1960s.
Soil characterization and treatment work was carried out in the 1990s.
However, characterization studies carried out between 2015 and 2024 concluded that there was still a presence of contamination of soils, groundwater and surface water as well as sediments on the site.
A firm was mandated by the Ministry to carry out ditch cleaning work between November 2020 and October 2021.
However, analysis of samples taken from the bottom of the ditches after cleaning revealed that some of the ditches still contain contaminants.
It is in this context that recourse to the order was favored for the contaminated part of the lots, under section 31.43 of the Environment Quality Act.
The Ministry of the Environment, the Fight against Climate Change, Wildlife and Parks has indicated that it will not rule out any recourse to make the order.
