The King’s Attorney General at the Court of Cassation and President of the Public Prosecutor’s Office, El Hassan Daki, revealed an unprecedented decrease in the rate of preventive detention during the year 2024. The latter increased from 37.56% to the end of December 2023 to 32.56% at the same period last year.
During his speech on the occasion of the opening of the 2025 judicial year, Mr. Daki stressed that this rate constitutes an unprecedented record. It reflects, according to him, “the particular attention paid by the judicial authority to the rationalization of preventive detention and the processing of detainee cases within reasonable time limits.”
Complaint management and statistics
Statistics for the year 2024 indicate that the prosecution offices of the various Moroccan jurisdictions processed a total of 565,874 complaints, of which 484,066 were investigated, representing an execution rate of 88%. Of these, 31,664 complaints were registered with the courts of appeal, with 28,594 processed (91%). As for the courts of first instance, they received 534,210 complaints, of which 455,472 were resolved, representing an execution rate of 86%.
Furthermore, the number of reports submitted to the public prosecutor’s office amounted to 2,324,000, of which 2,179,746 were examined, representing an execution rate of 94%, with more than 80,000 reports recorded in level of appeal courts. In the area of protection of rights and freedoms, the year 2024 was marked by the completion of 22,137 visits to places of police custody, out of a planned total of 19,032, which represents an execution rate of 116 %, said Mr. Daki.
These data, he continued, reflect the constant efforts of judicial authorities to improve the management of judicial cases and promote fair and efficient justice.
