the Region takes control of the RN4

Since January 1, the region has taken charge of the management of 525 km of unlicensed national roads including the RN4.

The former RN67 having fallen into the hands of the Department, today it is the ten kilometers in Haute- of the RN4 which is now managed by a community. It is the Grand Est region which has been in charge since the start of the year. This portion of the national road is of particular interest to northern Haute-Marne since it is a key axis towards and and which crosses Saint-Dizier. The budget allocated for the entire 525 km taken over by the region will be 92 million euros in investment, or three times more than what the State had initially planned.

Heavy goods vehicle tax

This transfer is based on a principle of substitution on an experimental basis, with the Region taking over from the State for the development, maintenance and operation of this network for the next five years (2025-2029). For example, the Grand Est will commit around 34 million euros for road regeneration work, covering nearly 75 km of roads, including 45 km on the RN4, and this for the year 2025 alone.

This project includes the implementation of a new tax on heavy goods vehicles. “The heavy goods vehicle eco-contribution (ECPL) is a key lever for offering safer, more fluid infrastructures adapted to the needs of residents and businesses”indicates the Region. A system which is based on a kilometer charge applied to heavy goods vehicles over 5.5 tonnes, transporting goods and traveling on the roads concerned.

Saint-Dizier diversion

“Heavy goods vehicles from abroad or from outside the Grand Est represent up to 90% of traffic on certain routes. These heavy goods vehicles which use the network intensively wear out a roadway up to 100,000 times more than a light vehicle”justifies the community. By 2055, this system could generate up to 1 billion euros of investments, part of which will be dedicated to structuring projects, such as the modernization of multimodal exchange hubs.

A windfall that particularly interests Saint-Dizier. Indeed, the Region has included in its program the doubling of the RN4 in Saint-Dizier to secure a saturated route. The start of preparatory work is also planned for the Saint-Dizier diversion, an operation valued at 18 million euros.
