Nouakchott, January 13, 2025 – As part of the working and friendship visit carried out by HE Senegalese Prime Minister Ousmane SONKO in Mauritania, the two ministers HE Mohamed Ould Khaled, Minister of Energy and Oil of Mauritania and HE Birame Soulèye Diop, Minister of Oil, Energy and Mines of Senegal this morning chaired a bilateral meeting on Energy at the training center of the Ministry of Energy and Petroleum.
During his opening remarks, the minister Mohamed OuldKhaled welcomed the Senegalese delegation, emphasizing the importance of the moment when HE Prime Minister SONKO is visiting Mauritania. He added that “this bilateral meeting comes at a symbolic moment where the two countries have joined the rank of gas exporting countries thanks to the launch of gas production which was announced on December 31, 2024.” Highlighting the importance of local content in the gas field, he reiterated the desire of both parties to maximize the benefits of the joint GTA project.
In turn, the minister Bro Ontimeye Diop noted with satisfaction the exemplary cooperation existing between the two countries emphasizing that the two parties work together for the common interest adding that the technical teams work in perfect harmony.
The two ministers subsequently signed a memorandum of understanding relating to the local content applicable to the project. Great Turtle Ahmeim GTA.
Present on the Mauritanian side were the Secretary General of the ministry, the Advisors responsible for upstream hydrocarbons and cooperation, the Director General of Hydrocarbons, the CEO of the SMH and members of the SMH technical teams. On the Senegalese side, the Director of Hydrocarbons, the CEO of Petrosen Holding, the CEO of PetrosenExploration-Production and the Technical Secretary in charge of local content were present.
HAS About the Memorandum of Understanding signed during the bilateral meeting
Noting that the Mauritanian and Senegalese parties have previously agreed to put in place a legal mechanism allowing joint implementation local content mechanisms and rules applicable to the GTA project, an important memorandum of understanding was signed today during the bilateral meeting, under which the Mauritanian and Senegalese parties aim to:
-– Increase local value added and create local employment opportunities in the area of local expertise, goods and services linked to the oil and gas industry;
– Develop a qualified and competitive local workforce;
– Develop national capabilities in the oil and gas industry through training, technology and knowledge transfer, research and development;
– Strengthen the national and international competitiveness of Mauritanian and Senegalese companies;
– Establish a transparent and reliable mechanism for monitoring and evaluating commitments in terms of local content, consistent with the national public policies of the two countries.
