MP Guy Marius Sagna asked ten essential questions to Ousmane Sonko’s government in the face of the many challenges affecting different sectors of Senegal. These questions concern various subjects, ranging from the management of the Senegalese Pharmaceutical Regulatory Agency to the situation of educational and road infrastructure, and reflect a firm commitment to defending the interests of the populations in the face of persistent problems.
In his questions, Guy Marius Sagna highlights specific issues, such as the management of the Mamatoro landfill in Ziguinchor, the misery of hygiene non-commissioned officer students in Khombole, and the situation of educational and road infrastructure in various regions. . Ten (10) is the number of written questions that I addressed to the government of Prime Minister Ousmane Sonko.
????1- I asked the government if the maturity level 3 (NM3) reached by the Senegalese Pharmaceutical Regulatory Agency was not threatened by current management:
The Senegalese Pharmaceutical Regulatory Agency (ARP) has reached Maturity Level 3 (NM3)1 in pharmaceutical regulation. In 2021, Senegal was at Maturity Level 1, with more than 187 recommendations to implement. Through targeted actions, this number was reduced to 33 in May 2023. The World Health Organization (WHO) officially declared the achievement of NM3 on December 6, 2024.
I challenged the government on points which, if true, could compromise these very positive results, the fruit of collective efforts over several years:
A-Has the ARP staff increased from 135 to 175 in four months, significantly exceeding the validated recruitment plan? Was this rapid increase preceded by an HR audit, although announced, which was to allow an assessment of needs and existing skills?
B-Have strategic executives been transferred without justification or consultation? Have key agents working on projects involving external partners been replaced without planning, compromising these initiatives?
C-Since August 2024, is it true that no coordination meeting has been organized between the general management and the other directorates even though the texts say that the frequency of coordination meetings is monthly as evidenced by the coordination matrix? internal-external communication? Was the only steering committee organized to date in the absence of technical directors overseeing five key regulatory functions?
D-Did the DG impose a list for the members of the executive board of the staff association, depriving employees of their right to choose their representatives?
E-Have a secretary and a technical advisor (CT) close to the DG had to sign attendance sheets for activities in which they did not participate, thus benefiting unduly from emoluments to which they are not entitled?
F-Since taking office, has the CEO made an average of two trips per month? Have these frequent trips led to his systematic absence from committees relating to the nine regulatory functions of the ARP, which he is supposed to chair?
G-Is the principal technical advisor (CT1) of the DG a former director of a drug wholesale distributor accused of financial embezzlement?
H-Did the CEO accompanied by his assistant travel to India at the invitation of a pharmaceutical laboratory, in flagrant violation of the ARP ethical code?
????2-Management of the Mamatoro garbage dump (Ziguinchor department):
During the electoral campaign for the early legislative elections of 2024, the populations of Mamatoro brought us to the foot of the garbage dump. The smell was unbearable. In addition to having to deal with pestilential odors, snakes, flies and mosquitoes, our fellow citizens of Mmatoro also have to face difficulties in accessing their homes. No taxi wants to go to Mamatoro. Our fellow citizens are suffering enormously.
What does the government intend to do with our fellow citizens of Mmatoro who are living a martyr’s life next to this garbage dump?
The Mamatoro landfill caught fire a few days ago. Do you confirm that following this fire, the Mamatoro garbage dump was closed? If so, how will the garbage in the municipality of Ziguinchor be managed?
What is the government’s plan for waste management in Ziguinchor?
????3-The misery of the ENDSS hygiene non-commissioned students in Khombole
I was contacted by the 23rd promotion of hygiene officer students currently at ENDSS, in the Khombole hygiene section.
The students of this 23rd promotion joined the Khombole hygiene section of the ENDSS after the professional competition for non-commissioned officers since 11/15/2022. It was not until May 8, 2024, i.e. 18 months after that they joined school.
Each student purchased their own mattress. For what ? Minister, are you aware that there are insufficient toilets? Minister, the septic tanks are emptying into the school. Are you informed of this?
The classrooms are insufficient and the refectories are in an advanced state of disrepair. Minister, is it normal for the school to make each student contribute 25,000 FCFA each month? Where are these 25,000 FCFA going? Minister, Khombole students are applying for their first year scholarship. Where did their scholarship go?
Mr. Minister, what is planned in 2025 for the improvement of the study conditions of Khombole non-commissioned officer students of the ENDSS?
????4-I asked the Minister of Energy which municipalities and villages in the Ziguinchor department will be electrified in 2025:
Several villages are not electrified in the Ziguinchor department. This is the case in the communes of Boutoupa Camaracounda, Adeane, Niaguiss, Enampor and Nyassia. Mr. Minister, the populations of the department of Ziguinchor, inhabitants of these villages, wish to have electricity and I am bringing their grievances to you. This is why, Mr. Minister, I ask you: how many villages in the Ziguinchor department will be electrified during the year 2025? What are these villages?
????5- I informed the Minister of National Education that: three (03) months of rent arrears are owed by the CEM Sébi Gare. Will there be composition for the first semester?
Mr. Minister, on October 14, 2024 I alerted to say that the 4th and 3rd grade students (their number is around 250) of the CEM SÉBI GARE in Sébikotane are on the street for failure to renew their contract. Mr. Minister, are you aware that the CEM of SÉBI GARE is the only public CEM in Senegal which has been rented for four (04) years for its teaching-learning activities?
Mr. Minister of National Education, can you see how to resolve this problem which affects the students of SÉBI GARE as quickly as possible?
Mr. Minister, I inform you that the town hall of Sébikotane is withdrawn from its commitment to pay the rental of the CEM SÉBI GARE, subsequently the Departmental Council of Rufisque was committed to taking over, until now the council did not honor its commitment.
The lessor came to the school on the morning of Thursday January 9, 2025. Minister, this is how the lessor works: he gets up one fine morning and changes the locks of the CEM Sebi station. So this can happen at any time, especially since the CEM sebi gare still owes three months of rent arrears (October, November, December) to its lessor, i.e. an amount of 900,000 CFA.
My fear, Mr. Minister, is that the compositions in accordance with your circular will begin from January 20, 2025 for the exam classes. I imagine the concern of students, parents, teachers and school administration. Concern that I feel and that I share with you, Mr. Minister, to ask you to act quickly in order to definitively resolve this problem of the CEM Sebi station which has been going on for four (04) years.
????6-I asked the Minister of Road Infrastructure for speed bumps for road safety in Palmeo (Kebemer department):
Mr. Minister, our fellow citizens of the village of Palmeo want the installation of speed bumps on the Ndiaye Thioro-Palmeo axis for their safety.
A few hours ago an accident killed one of our fellow citizens in Palmeo. Remember 14 people lost their lives six months ago in an accident in this village in the commune of Ndande crossed by the RN2.
Minister, is the installation of speed bumps planned in the villages of ???????????????????????? ???????????????????????? ????????????́????????????????????????, ???????????????????????? ????????????????????????, ????????????????????????, ?????????????????????
Mr. Minister, I am pleading for the establishment of speed bumps in these villages mentioned above? Can this be done during the year 2025?
????7-I asked the Minister of Road Infrastructure for speed bumps to save lives in Saré Mansaly (Saré Yoba commune, Kolda department):
Mr. Minister, on December 27, 2024, a five (05) year old girl was fatally mowed down by a vehicle near the village of Saré Mansaly located on national road 6 (RN6). Minister, this section is a real section of death because it is not the first time that such a tragedy has occurred there. Mr. Minister, can your department meet the aspirations of our fellow citizens of Saré Mansaly by installing speed bumps on this section? Minister, with several social infrastructures, this village is very busy. Is it possible that your ministry will install speed bumps on the road passing through Saré Mansaly in the year 2025?
????8-I also questioned the Minister of Road Infrastructure about the delay in payment of the Bakary Taximan series subsidy.
Mr. Minister, do you know the BAKARY TAXIMAN series? It is “a popular satire which addresses with humor the issues linked to road incivility. » It is a beautiful, well-made series which contributes to the fight against violations of the Highway Code, against risky road driving and therefore for the reduction of traffic accidents and consequently for the preservation of too many human lives lost. every year on Senegalese roads.
Mr. Minister behind this successful series are the faces of women and men who have been trying for several months, in their field, to deal with traffic accidents, several of which are so fatal, have aroused the emotion of our people.
Mr. Minister, the team of the Bakary Taximan series made sacrifices so that this series could be broadcast. The very long delay in the payment of the subsidy granted by ANASER does not negatively affect the 66 beneficiaries in the series and their families. Minister, what explains the delays in payment of the subsidy? Are there any irregularities in your agreement with Yama production? When will this subsidy be paid so that our brave citizens can continue to do what the BAKARY TAXIMAN series excels at: castigat ridendo mores. Punishing our bad road manners with laughter: this highly civic approach deserves to be disseminated, watched and supported.
????9-The situation of Malika Plage High School:
Minister, is it true that since 2020, the construction of the high school has been underway and that it is still not completed? The students, I was informed, are forced to share premises with the CEM of Malika Plage, which already has overflowing numbers.
Minister, when will the construction of the Malika Plage high school be completed?
????10-Problem of access to water in five villages in the commune of Taiba Ndiaye (Baity Ndiaye, Keur Madiagne, Same Ndiaye, Keur Assane Ndiaye and Baity Gueye):
Mr. Minister, for more than a year – it seems – five villages have been facing a serious problem of access to drinking water. These are the villages of Baity Ndiaye, Keur Madiagne, Same Ndiaye, Keur Assane Ndiaye and Baity Gueye which are located in the commune of Taïba Ndiaye. Are you aware of this situation, Minister? What is the cause of this situation? What measures will you take to relieve our fellow citizens who live in these five villages?
