“This visit aims to boost the upgrading and development of rural centers and the urban qualification of under-equipped neighborhoods in the region. And this, with the aim of giving them an image worthy of their economic, social and environmental potential and to better meet the expectations of residents,” argued Fatima Ezzahra El Mansouri, who signed, on this occasion, 4 agreements in the framework of city policy. And added: “These conventions aim to strengthen the contractualization and partnership mechanism with the various local actors and stakeholders, while mobilizing the necessary resources in order to achieve sustainable social development and a better living environment for the population” .
Indeed, in accordance with the vision targeting the development of the rural world, the Minister proceeded in Tangier to the signing of a regional framework agreement for the upgrading of the centers of rural communities in the Region, covering the period 2025-2027 , for a total cost of 420 million DH of which the Ministry’s contribution amounts to 210 MDH. The rest is financed by the Regional Council. This framework agreement concerns the development of municipal centers, strengthening access to basic amenities and local services and strengthening roads and public lighting.
Fatima Ezzahra El Mansouri also signed a specific financing agreement targeting 26 rural centers, entering the first phase of the operationalization of the regional framework agreement.
Added to this is a financing agreement dedicated to the Integrated Development Program of CREM Zoumi (Ouezzane), a pilot project in the region. This consists of financing works to strengthen the infrastructure, urban upgrading and the rehabilitation of 7 under-equipped neighborhoods, the rehabilitation of local markets, the creation of socio-cultural facilities and a roadside rest stop.
“The choice of these emerging rural centers was made on the basis of the study carried out by the ministry, identifying the priority emerging centers for the prefectures and provinces of the region,” declared, on this occasion, El Mansouri.
As for the fourth agreement, signed in Martil, it concerns the financing of additional work for the urban qualification of under-equipped neighborhoods in the towns of Martil, M’diq, Fnideq, in addition to the centers of the municipalities of Alliyine and Benyounech. This work concerns neighborhood roads, public lighting, the development of public squares and local land.
The overall cost of these 4 agreements amounts to 581 MDH with a contribution from the Ministry of 317 MDH.
Furthermore, Madam Minister paid a visit to the restructured district, El Hafa, an operation financed 100% by the Ministry and to the project to upgrade the under-equipped districts at the entrance to Tangier near the line to high speed (LGV), in order to inquire about the progress of these projects.
