State financial support for soft mobility in Haut-Rhin – Press releases 2025 – Press area – News

The national low carbon strategy aims to achieve carbon neutrality in 2050.

Multiplying the modal share of cycling in the daily travel of French people by three is one of the levers of the decarbonization trajectory.

In December 2024, the Haut-Rhin department had 1,209 km of cycle paths and greenways. In order to encourage cycling, the State's ambition by 2027 is to develop and participate in the financing of 255 km of additional secure cycling facilities in Haut-Rhin.

To make cycling an attractive alternative to the private car for local travel or combined with collective transport for longer distances, the State provides financial support to local authorities and public intermunicipal cooperation establishments:

  • the AVELO 3 program over the 2023-2026 period from ADEME with a budget of €30 million,
  • the active mobility fund – cycling facilities and cycling areas 2022-2027 of around €200 million (including €3.736 million since 2019 for the first 6 calls for projects from the active mobility fund – cycling facilities in the Haut-Rhin) ,
  • State allocations to support investment (DSIL, DETR),
  • the soft mobility component of the 2023-2027 State-Region plan contract of €95 million, which since September 2024 provides for a mechanism to support the development of cycle routes included in the cycle route plans at national or regional level.

The climate and resilience law of August 22, 2021 also strengthens the creation of developments and cycle routes in and near low-emission mobility zones (ZFE-m). In Haut-Rhin, the ZFE-m of Alsace Agglomération should be effective in April-May 2025.

In terms of road safety, the State also supports project leaders who carry out actions to reduce cyclist accidents.
