Foreigners with Moroccan parents eligible for the study abroad regime

The Foreign Exchange Office issued a circular (1/2025), Thursday January 2, 2025, to relax and simplify the regime for travel for studies abroad. In addition to resident fellow citizens and Moroccans residing abroad, the circle of eligible people is now extended to foreigners born to Moroccan parents, without a Moroccan passport. Also, students can open an account abroad to manage their expenses.

The Office, however, conditions this possibility by closing the account at the end of the academic stay, as well as the repatriation of funds to Morocco, within 60 days. Furthermore, transfers by transfer or check in foreign currencies can reach the equivalent of 12 months of living expenses in advance, with a prepayment requirement from educational establishments in the host country.

Concerning authorized expenses, these are tuition fees, living expenses, rent, as well as additional charges. The monthly fees are set at 12,000 dirhams but in certain cases, this amount may be exceeded upon presentation of supporting documents.

Finally, the Foreign Exchange Office reminds that the management of fees must be domiciled with a bank, which is solely responsible for executing payments. This requires, at each start of the year, a document attesting to registration or pre-registration for the current year.
