Towards strengthening Morocco-Russia cooperation

Russian media reported that negotiations between Russian and Moroccan actors are planned to be held in February in Morocco to deepen cooperation in the maritime fishing sector. They indicated that Moscow is now showing particular interest in collaboration with Rabat in this sector, considering it as a major strategic partner within the framework of the International Forum for the Fishing and Marine Products Industry, scheduled for 2025 in Saint- Petersburg.

Endowed with unparalleled maritime wealth, Morocco arouses the interest of several partners, the latest: Russia. With the start of the year 2025, “the Great Bear” is trying to strengthen its bilateral ties with the kingdom. According to Russian media sources, this initiative is part of the recent renewal of the fisheries agreement between the two countries, thus strengthening already well-established bilateral cooperation.

Ivan Vitesov, general director of the Expo Solutions group, underlined the importance of Morocco in Russia’s trade diversification strategy towards Africa and the Middle East.

Vitesov said Russia’s efforts ” focus on the development of commercial relations in these regions (Africa), and Morocco plays a strategic role in this dynamic », specifying that the 2025 edition of the international forum of the fishing and marine products industry aims to consolidate bilateral ties with Morocco through meetings between Russian producers and Moroccan players in the sector.

That said, the same sources clarified that “this event will highlight technological innovations in areas such as aquaculture and the processing of marine products, strong growth sectors in Morocco”. They also noted that Morocco, with its vast maritime resources and its strategic geographic position connecting Europe and Africa, represents an ideal partner for Russian exports.

These meetings will, according to the Russian press, be an opportunity to exchange best practices in areas such as aquaculture, processing technology and sustainable management of maritime resources, highlighting that this cooperation is part of a strategy broader view of Russia, which seeks to diversify its trading partners and strengthen its trade with high-potential markets.

In this context, Russian media specify that Morocco appears to be an essential pillar of Russian ambitions in the fishing and maritime industry sectors, with prospects for cooperation extending beyond 2025.

It should be recalled that in October 2020, a new quadripartite agreement was signed between Morocco and Russia, respectively in Rabat and Moscow, aimed at strengthening cooperation in key areas such as scientific research, development of related technologies fishing, fish processing and aquaculture, in order to achieve common strategic objectives between the two countries.

Last October, as part of the desire to expand cooperation, it was agreed to extend the validity of the agreement until the end of 2024, and this extension was made official by the exchange of memorandums between the parties concerned.
