This is the 3rd call for projects of the Iinvestments for Employment Facility (IFE) in Morocco “Job creation and social protection”. This initiative offers an opportunity for leaders of investment projects creating sustainable jobs in Morocco to access a donation from the German Federal Ministry for Economic Cooperation and Development, as part of the special initiative “Decent employment for just transition” which operates under the Invest for Jobs brand.
Concretely, the IFE is an investment mechanism created by the KfW Development Bank as part of the special initiative “Decent employment for a just transition” of the German Federal Ministry for Economic Cooperation and Development (BMZ). “To benefit from it, investment projects must create jobs in the private sector. In addition to the grant, candidates will also be able to apply for an additional financial contribution from the IFE, with a view to putting in place social protection schemes and measures co-financed by the employer, explain those responsible for the mechanism.
Under these conditions, the IFE will grant subsidies ranging from 650,000 to 10 million euros per project for the job creation component.
Note that projects which combine both job creation and compliance with certain social protection measures will be studied as a priority.
At the top of the list are projects that allow employees and their families to access social protection benefits that go beyond the minimum legal requirements (such as additional health or accident insurance, pension or health insurance). other social protection measures offered by the employer.)
Projects which formalize the status of workers in informal employment will also be studied as a priority.
Those that also contribute to the promotion of women’s employment or the socially fair transition to a climate-friendly economy will be favorably noted.
The IFE, on the other hand, only co-finances mature projects which have not yet started. Their holders must also present reasonable prospects of operational and financial viability in their call for applications. Beyond the subsidy request, investment project leaders will have the possibility of requesting temporary co-financing from the IFE with a view to implementing additional social protection measures offered to employees and their families. Social protection benefits offered to workers in the informal sector are also eligible for co-financing.
These measures must exceed the legal minimum standards. This could include enhanced social security (e.g. health insurance or supplementary unemployment insurance), investments in social measures (e.g. kindergartens, health care centers, rehabilitation of places of work with the aim of making them more accessible to disabled people), and all other forms of combination of these measures.
The online application phase will begin in January 2025. Initially, IFE will carry out a pre-selection based on the concept notes submitted. In a second, selected applicants will be invited to submit detailed project proposals, which will then be evaluated in depth. Successful applicants will be offered a grant contract.
