How Greater wants to preserve its industrial land

A few years ago, the question didn't even arise. It was the time when Roissy could swallow up the best land in the Basin, Disney could seize fields without firing a shot to build an amusement park. Zero net artificialization with the promise by 2030 to halve the consumption of agricultural land in (15,000 hectares in 2023) sounded like a warning.

Around Roissy, prices doubled in ten years

“In the Paris region, we realize that we could lack land to install industries,” observes Fabien Guisseau, deputy general director of Grand Paris Aménagement. Around Roissy, prices have doubled in ten years, from €120 to €250. And it's not over yet. Even if the government denies it, the question is well asked.

“Abroad, certain countries such as Switzerland, Belgium, the United Kingdom and Germany have long considered that this issue must be resolved in the general interest. And they have developed tools to meet this requirement. »

To put a brake on land speculation but also maintain control of the region's economic development, Grand Paris Aménagement and the Banque des Territoires created Terra Eco. This real estate company acquires land which it puts back on the market via a construction lease. “We are thus putting the price of land in the refrigerator over a very long period. » The property company defines the framework of use and the duration of the lease. This legal system has existed for sixty years. “The lessor only has the right to impose respect for the destination. If industry has been announced, we will not be able to put logistics there. At the end of the lease, the properties revert to the land owner or the latter requests that the buildings be demolished by returning the property to its original state. » A formula set to develop. The agglomeration makes it one of its priorities for housing but also industrial activities.
