Tahirou Sarr's 9 proposals to protect local employability

During a session in the Law Committee, held on Saturday before the Minister of Labor, Abass Fall, the non-registered deputy Tahirou Sarr exercised his right of parliamentary initiative. The latter presented nine proposals aimed at strengthening Senegalese access to the labor market and promoting better job management in various key sectors.

In a letter addressed to Abass Fall, Tahirou Sarr pleaded for the establishment of a series of reforms intended to promote the employability of Senegalese people and to regulate certain professions particularly popular with young people.

Here are the main proposals:

1. Transport and security reserved for Senegalese: The MP asks that these sectors, often dominated by foreigners, be exclusively entrusted to nationals to guarantee their primacy.

2. Public-private collaboration in the automobile industry: Tahirou Sarr suggests cooperation between state and private car parks to facilitate the acquisition of second-hand vehicles and thus rationalize the state's lifestyle while supporting local champions.

3. National priority for internships and jobs: He proposes to ban foreign Human Resources Directors (HRDs) and to establish a national priority for access to internships and jobs.

4. Creation of a “Labor Police”: Made up of inspectors and specialized officers, this entity would have the mission of ensuring compliance with the national priority in employability.

5. Formal contracts and traced remuneration: Require a formal employment contract and payment via a Senegalese financial entity for better traceability of remuneration.

The parliamentarian also insisted on measures to protect vulnerable workers:

Fight against discrimination: It calls for equal opportunities for people with reduced mobility and veiled women, who are often discriminated against in the professional environment.

Protection of Senegalese housekeepers: Ban on hiring foreign houseboys, known as “bauye,” to favor local workers.

Tahirou Sarr also proposes reforms in strategic sectors, such as hospitals, schools, universities, and the port:

National management of shops and restaurants around public infrastructure: Priority to Senegalese for the management of these businesses located near hospitals, schools, and universities.

Senegalese labor at the port: Establish a minimum remuneration of 15,000 francs per landing for dockers and exclude foreigners from port operations.
