Caf de Vendée is experimenting with solidarity at the source

Vendée is in fact one of the five departments selected to launch the system.

From 2017, this solidarity project at the source had been a campaign promise of the presidential election candidate, Emmanuel Macron.

He wanted to reduce poverty by limiting non-take-up of social benefits.

The promise was reiterated in 2022, given the effectively clear figures.

A third of potential beneficiaries of Active Solidarity Income (RSA) do not use it and one in two single people eligible for the old age minimum do not receive it.

It is in 2024 that the first step towards solidarity at source was initiated with an experiment which takes place from October 2024 to March 2025 and which aims to automate the calculation of the RSA and the activity bonus (PPA).

The objective is to simplify the lives of beneficiaries and maintain their rights.

More responsive services

From now on, for any person who has submitted an RSA or PPA application, their declaration will be pre-filled monthly by the CAF using data transmitted by employers and social protection organizations.

The interest is to have very responsive services and to avoid errors which create a lot of instability.

The beneficiaries will only have to validate the information or not.

On the other hand, they will have to continue to fill income from independent activities or alimony and to declare a change in family situation.

After two months of experimentation, the CAF de Vendée services noted that only 5% of people wrongly modified their declaration.

“This requires an educational effort on our part to better support them, but also to make the necessary adjustments,” underlines the director of the CNAF.

In view of the first satisfactory results, the reform will take a new step in March 2025 with the generalization of the system throughout the national territory.

5% of Vendée RSA beneficiaries

However, this government measure remains far from its initial ambitions.

Indeed, the initiative for demand always rests with the beneficiaries themselves.

This system is therefore more akin to an administrative simplification for beneficiaries already identified than to a real proactive policy making it possible to identify populations far from the administration.

Therefore, the problem of non-recourse, although central, remains largely intact.

Significant field work, involving local stakeholders, will certainly be necessary to succeed in this last stage of solidarity at the source.

This is the whole meaning of 39 “zero non-recourse territories” experiments which have been taking place in France since the summer of 2023, including one in Vendée, in the Châtaigneraie region.

In Vendée, there are 6,073 RSA beneficiarieseither 5% of Vendée beneficiaries and 44,723 beneficiaries of the activity bonus (PPA), or 37% of Vendée beneficiaries.

Furthermore, they are 1,156 Vendée beneficiaries to receive both RSA and PPA.
