Stéphane Haussoulier, former president (various right) of the Somme departmental council, currently retiring from his duties, is a tenant of social housing in Paris, France Bleu Picardie reported on Friday December 20, confirming information from Mediapart. The lessor considers that it is “scandalous” and announces to France Bleu its intention to terminate the contract.
RIVP, the real estate agency of the City of Paris, indicates to France Bleu Picardie that it has “discovered, during Mediapart’s investigative work, this scandalous situation”. The RIVP adds that it did not have “no element allowing it to be identified”. The lessor specifies that its rental portfolio “cannot serve as a base for people or households who only pass through occasionally when the housing crisis has never been so serious”. An action to terminate the lease will therefore be launched as soon as possible.
The 51 square meter accommodation is located in the 10th arrondissement of Paris. It has been occupied by Stéphane Haussoulier since 1998. The former president of the Somme department pays 740 euros every month, charges included. The RIVP specifies that this apartment has only been approved for social housing since 2022. “When this accommodation was allocated, it was not approved and therefore escaped the rules for allocation of social housing.” However, the RIVP adds that “the Parisian municipality and the capital's social landlords have chosen to set up an allocation framework for this housing, despite the absence of national regulations”. This decision dates from 2008. For the RIVP, non-approved housing is therefore “allocated only to households eligible for social housing”.
For his part, Stéphane Haussoulier assures that he has not “never been informed” that his apartment in Paris was approved social housing. “May RIVP provide me with proof that it alerted me to this situation”, reacts Stéphane Haussoulier to France Bleu Picardie. The lessor confirms to France Bleu that a letter was indeed sent to the politician in 2022, to which he never responded, and that “the signed lease clearly provides that the accommodation must be occupied by Mr. Stéphane Haussoulier as his main residence”.
Stéphane Haussoulier is currently withdrawing from his duties while the appeal of his conviction for breach of trust, fraud and money laundering is examined. At the beginning of December, he was sentenced to three years in prison and a fine of 30,000 euros for the reasons cited. Found guilty of all the charges against him, he was also declared ineligible for a period of three years but with no immediate effect.
Justice accuses him in particular of the embezzlement of nearly 370,000 euros, over a period ranging from June 2016 to December 2023, within the framework of his various functions. “I will remain silent until, I hope as quickly as possible, justice proves me right”confided Stéphane Haussoulier on France Bleu Picardie on December 9.
