Roubaix takes a historic step in its commitment to employment with the launch of its first Employment Purpose Company (EBE), called “Ré’Emploi”. This initiative is part of the national program “Zero Long-Term Unemployed Territory” (TZCLD), aiming to offer a sustainable and adapted solution to people far from the labor market. A look back at an ambitious and promising project.
A project driven by a united vision
In July 2024, Roubaix obtained official authorization to participate in the TZCLD experiment, targeting part of the Alma and Épeule districts. This program is based on a simple but ambitious principle: creating jobs within non-profit companies, adapted to the skills and needs of participants.
This December 19 marks a major milestone with the official signing of the agreement allowing the creation of Ré’Emploi and the recruitment of the first 9 employees. Ultimately, the objective is to generate 141 jobs by 2029, including around thirty by the end of 2025.
Support and preparation of the first employees
The first 9 participants, who will join Ré’Emploi as soon as it opens, benefited from dedicated support led by the Maison RE’Agir team. This system, managed by the Maison de l’Initiative et de l’Emploi (MIE) in Roubaix, offers personalized courses and group workshops to help volunteers reintegrate into the world of work.
The MIE team also works in collaboration with future employees to identify activities to develop within the framework of the EBE, thus guaranteeing an offer adapted to local needs while avoiding competition with existing companies.
Activities serving the territory
Ré’Emploi will focus on strategic sectors for Roubaix, such as:
- Reuse and recycling (furniture, textiles, deconstruction materials),
- Local services (concierge, small jobs, event organization),
- A textile center specializing in cutting and making mini-series.
Other projects are already being studied to extend this dynamic and create new opportunities for residents.
Roubaix, a city committed to employment
Since 2019, the City of Roubaix has mobilized to deploy this experiment. In partnership with local stakeholders and residents, it has multiplied events: meetings at local town halls, information stands on the markets, and collaborative breakfasts with employment professionals.
This mobilization allowed 54 people to find a professional solution even before the official opening of the EBE.
A new dynamic for Roubaix
With the Territoire Zéro Long-Term Unemployment program, Roubaix is banking on social innovation serving residents and economic sectors of the future. This model, based on solidarity and the creation of local jobs, represents a real opportunity to redesign the future of the city and strengthen its attractiveness.
