Morocco continues its commitment to the modernization of public institutions. Under the leadership of the Ministry of the Interior, a vast program will be launched to support local authorities in their digital transition. This project, which is part of the National Strategy (Digital Morocco 2030), aims to optimize governance, strengthen the efficiency of public services and improve administrative transparency.
In this context, an international call for tenders was published, highlighting the importance given to this digital transformation. The contract concerns technical assistance intended for the General Directorate of Local Authorities (DGCT), through its Division of Skills Development and digital transformation. This strategic partnership provides for the intervention of a specialized expert who will bring his expertise to respond to the many digital challenges facing communities.
The main objective of the program is to modernize administrative structures by introducing technological solutions adapted to local realities. The project will extend over an initial period of one year, renewable for up to three years, and is structured around several strategic axes. The specifications highlight eleven specific missions, covering areas as varied as cybersecurity, software development, data management and the design of ergonomic user interfaces. The digital transformation of local authorities is not limited to simple technical modernization. It also includes structuring actions such as change management and human capacity building. The selected service provider will have to help redefine organizational processes, support internal teams in the adoption of new technologies, while ensuring strict legal and regulatory compliance. Particular attention will be paid to securing information systemswith regular audits and adapted security policies.
The program also provides technical support in the transition to infrastructure Cloud. This key step will allow communities to access more agile and better secure technological solutions, while promoting centralized and optimized data management. Furthermore, the development of tailor-made applications, adapted to the specific needs of local administrations, is an integral part of this ambitious project. The Ministry of the Interior has defined a rigorous contractual framework to guarantee the success of the program.
This digital transformation aims above all to bring the administration closer to citizens by offering them more accessible and transparent services. It also aims to position Morocco as a model in terms of technological innovation in the region.
“This strengthening of the skills of local authorities is fully in line with the dynamic of digital transformation, one of the major pillars of the recently unveiled National Strategy 2030, the objective of which is to modernize public structures with a view to promoting better governance, a more accessible and transparent administration, and greater efficiency in the management of public services,” it is underlined in the document. With this initiative, the Kingdom continues its march towards a modern, efficient and inclusive administration.
