An ambitious 2025 budget project despite constraints – Seine-Saint-Denis

An ambitious budget for 2025 will be put to the vote this Thursday, December 19, 2024, marked by an exceptional level of investment, reaching 398 million euros. Following the Olympic and Paralympic Games, this choice demonstrates the desire to continue the transformation of the territory despite a constrained budgetary context. This budget reflects the ambition to meet the needs of the territory by maintaining a high level of investment to prepare for the future and to protect residents. With 247 million euros in favor of education, sport and culture; 917 million euros for solidarity policies and 291 million euros to continue ecological bifurcation.

Thanks to spending control over several years and prioritization of its actions, the Department can vote on a budget which consolidates departmental public action despite a degraded financial context.

The investment effort could have been doubled in particular to accelerate the ecological transition if the State honored its commitments to Seine-Saint-Denis, i.e. compensation of 434 million euros for the year 2025. During the session budget of Thursday, December 19, 2024, departmental elected officials will reiterate this requirement by symbolically sending a “bill for equality” to the President of the Republic, denouncing the lack of compensation for expenses transferred by the state.

Since 2004, the State has in fact transferred social skills to the Departments, the costs of which are no longer fully compensated. In Seine-Saint-Denis, this under-compensation reaches precisely 434 million euros for the year 2025 (see attached invoice). Even after equalization, the Department of Seine-Saint-Denis remains the Department whose remainder of the Individual Solidarity Allowance (AIS) is least covered by the DMTO – only 70% coverage rate.
