During this session, among numerous deliberations presented by the 74 community elected officials, the following files were approved:
Budget orientation debate
The measures proposed in the fall by the government represented a loss of around 6 million euros for Limoges Métropole. The constraints will come from both an uncertain situation which weighs on the EPCI budget : the state has, for example, just revised downwards VAT revenue paid to Limoges Métropole amounting to 2.3 million euros for the 2024 financial year. These announcements come at a time when the actions of the Territorial Project, adopted at the start of the mandate, are reaching maturity and when investment needs are at their highest.
A 2025 budget, between spending control and continuation of the investment program
The priority for the 2025 financial year will be to complete the Territorial Project voted on by community elected officials at the start of the mandate, which involves a high level of investment spending.
The Urban Community will be able, despite the uncertain context, to allocate 80 million euros to its main investment budget, with the main orientations:
- continuing the effort road material to which is added participation in the implementation 2×2 lanes of the RN 147,
- the program of urban renovation and development of the southern entrance to Limoges and the Casseaux sector,
- the renovation of the ESTER central building as well as the construction of a microwave resource center and the attractiveness of the activity areas,
- the construction of a heating network connecting the Limoges Métropole waste energy center (CEDLM) to Puy Imbert,
- the layout of the ASTER project,
- l’installation dphotovoltaic shades intended for self-consumption,
- the development of a campsite at Palais-sur-Vienne and the project of community skating rink.
Limoges Métropole must face the situation without increasing taxation and to do so, it is based on the following principles:
- very rigorously control operating expenses at a level below inflation (around 1.8% in 2025),
- rely on a solid financial situation from the start with a debt reduction capacity of 4.3 years which allows room for maneuver while remaining far from the “vigilance threshold” set by law at 12 years.
Public service concession for the management and operation of urban transport
Limoges Métropole is the Mobility Organizing Authority (AOM) in its territory and is responsible for the organization of its mobility services. As such, the Urban Community must entrust the management and operation of its urban transport network to a company via a Public Service Concession (CSP). The objective is to offer an accessible, safe and low-polluting transport offer to residents.
Limoges Métropole manages urban transport in all 20 member municipalities with its current delegate, the Société de Transports en Commun de Limoges Métropole, STCLM. Until now, the management and operation of the network has been entrusted to the Société des Transports en Commun de Limoges Métropole, as part of a Public service concession agreement which took effect on January 1, 2020 and which expires on December 31, 2024.
In 2023, 14.4 million trips were made on the network, lines 2, 4 and 10 were the busiest with 1.3 million trips, 1.5 million trips and 2.3 million trips respectively. . In total, 6.13 million kilometers were traveled on the network.
Renewal of the public service concession with the STCLM
During the Community Council in March 2023, the principle of a new public service concession was retained in order to entrust the management and operation of the urban transport network to an economic operator from 1is January 2025 and for a period of 6 years, extendable for an additional year.
Thus, between March and April 2023, economic operators submitted an application file. Of the three files submitted, two of the three operators who submitted a file did not follow up. Only one offer was therefore received from the STCLM/Transdev group. The President therefore submitted to the Community Council for approval the award of the public service concession for the management and operation of urban transport in Limoges Métropole to the STCLM/Transdev group.
As of 1is January 2025, STCLM will once again be the manager and operator of the Limoges Métropole urban transport network for a period of 6 years and will continue to implement the Limoges Métropole mobility project with the assistance of the Transdev Group and will continue serving the 20 member municipalities.
ESTER’UP building & renovation work on the ESTER Technopole Cupola
The ESTER technology park, which was created in 1992, creates synergies between the worlds of training, research and industry to move towards this objective.A true technological showcase, ESTER Technopole welcomes numerous companies and structures working in the region’s sectors of excellence.
Limoges Métropole is a territory of innovation which allows businesses to establish themselves, develop, create jobs and strengthen value chains. This activity park 200 hectares brings together 184 structures, nearly 3,200 jobs and 850 students.
ESTER’UP – a new building to accommodate new innovative companies
The Limousin Equipment Company (SELI), the park developer on behalf of Limoges Métropole – holder of the ESTER public development concession – is carrying out the construction project of a building intended to accommodate young people innovative companies in sectors of excellence: health, digital & cybersecurity, ceramics & surface treatment, electronics & photonics, water & environment, agri-food.
This new site, made up of 2 separate buildings, will temporarily accommodate start-ups and young companies in development, making it possible to make a link between the ESTER Coupole offer for their incubation or start-up phase and the private offer for a more lasting installation.
This space, called ESTER’UP, will be delivered in January 2025, he will propose 6 cells ranging from 130 to 300 m² used as workshops or offices for a total surface area of 1,780 m². The creation of this building represents an investment of 3 million euros.
A Dome that will get a makeover
Labeled, “Remarkable contemporary architecture”, the ESTER Cupola built on 3 levels and representing an area of 10,834 m², brings together 42 structures for around a hundred jobs.
More than 30 years after its inauguration, the Cupola will be refurbished with a renovation operation. major energy renovation which will begin in 2025 in order to meet current challenges in terms of performance and uses.
A new inter-company restaurant will be developed and the work will be carried out on an occupied site with the possibility of occasional removals if necessary.
In order to optimize the work schedule, some companies are currently moving to other locations in the sector, for the short or medium term before being able to return to the premises.
Work will begin in September 2025 and will continue until September 1is quarter 2027 for a total budget of 20 million euros, financed by Limoges Métropole.
Review the Community Council meeting
In a context of budgetary efforts requested by the State from communities due to the difficulties in completing the 2025 national budget, a sharp drop in allocations is expected next year. Also, Limoges Métropole is forced to make choices. The community council sessions will therefore no longer be broadcast live and broadcast online from January 2025, which equates to a saving of nearly 100,000 euros by the end of the mandate. Just as many savings avenues, small or large, will be made so as not to compromise on the essential services provided to the population.
However, the community council room will still be accessible to the general public on meeting days.
