A 10% salary increase, the restoration of the rights of employees impacted by a disciplinary procedure or even a change in managerial policy: here are some of the demands put forward by the agents of the HLM Toulon Habitat Méditerranée (THM) office, which is are on strike this Wednesday.
In front of the headquarters of the social landlord, in the Rode district, around fifty staff gathered to protest, from 1:30 p.m. Or just before the THM board of directors meeting. Signs, smoke bombs, whistles and firecrackers were taken out, at the call of two of the office’s three unions (1).
“Abusive sanctions” and dismissals
“Since the arrival of new management in 2022, layoffs or abusive sanctions have increased”explains Jean-Marie Sali, the general secretary of the CGT to THM. “Social relations have deteriorated. We feel cheated. Yes, we can talk about toxic management.”
At his side, Nathalie Bachet, Force Ouvrière union representative, discusses the question of wages. “We are told that there is no money in the coffers but we know that is not true. Even Ancols (National social housing control agency, editor’s note) assures him: financially, we are well.”
A new meeting in January
A small delegation was finally received at the end of the day by the president of THM Mohamed Mahali and the director Christel Mondoloni. A new meeting between the two parties was set at the start of the year.
The unions appreciated “listening” from which they benefited. But warn: “If nothing changes, we are ready to toughen up the movement and make it known. And this, from the wishes of Mayor Josée Massi to the staff, on January 24.”
The general director Christel Mondoloni certifies that the grievances will be studied. However, with some limitations: “The requested salary increase would cost us 1.3 million euros when we have a barely balanced budget. Acceding to such a request would be irresponsible.”
As for the cancellation of all or part of the disciplinary procedures, she promises that reflection will take place. But there is also a downside here. “The sanctions that were taken were substantiated, proportionate. This is just a response to wrongdoing. Would it be right to go back?”
Remember that the HLM offices of Toulon and La Seyne (formerly Terres du Sud Habitat) merged on 1is January 2021, thus forming a metropolitan housing office. This establishment, where around 300 agents work, has nearly 14,500 accommodations, mainly located in the two largest municipalities in the Var.
