A protective, responsible and ambitious 2025 budget serving Audonians – News

In a context of budget cuts to local authorities planned by the resigning government of Michel Barnier – which plans a cut of 4.3 million euros for Saint-Ouen-sur-Seine – the City maintains its course by approving an ambitious and protector in the service of the Audonians.

Preserving the purchasing power of Audonians remains at the heart of the priorities. Thus, in 2025, the prices of municipal equipment and services will only change very slightly. This means that prices remain almost the same as in 2024 for the canteen, extracurricular, cultural, sporting activities, entertainment and stays. Furthermore, despite a context of inflation which affects the prices of energy, foodstuffs and raw materials, the municipality is keeping its commitments: this year again, there will be no increase in local taxes, except for second homes.

The City has chosen to maintain the level of its operating expenses, in order to ensure an exemplary public service and to protect its residents, particularly the most vulnerable. More than 68 million euros are thus dedicated to the remuneration of public agents and the maintenance of the municipal public administration.

The budget allocated to associations increases compared to the 2024 budget, reaching more than one million euros, in particular to strengthen support for sports associations in order to give substance to the legacy of the 2024 Olympic and Paralympic Games.

A responsible budget: Saint-Ouen continues to reduce debt and continues to save

For the 4th consecutive year, Saint-Ouen reduces its debt. The outstanding debt, which has decreased by 30% since 2020, from €125 million in 2020 to €87.1 million in 2024, will continue to fall in 2025 to an amount of €76.6 million thanks to a planned reimbursement of €10.5 million.

Gross savings – which make it possible to finance investments after repayment of debt interest – continue to increase, going from 8.4 to 8.8 million euros in the 2025 budget. This savings also allows the City to guarantee the best working conditions for its municipal agents, true pillars of municipal public service.

An ambitious budget with large-scale investments to build the city of shared progress a little more every day

The 2025 budget illustrates the ambition of the municipal team for Saint-Ouen: to concretely improve the daily lives of Audonians. This requires significant investments in equipment (32.2 million euros) to democratize educational excellence; guarantee a serene, peaceful, fraternal and ecological city (SAFE); strengthen the provision of public services for residents.

The main equipment investments by sector for the year 2025:

Education and health (43%, or €13.1 million), including:

rehabilitation of the Anatole school group (€10 million in new credits),

continued construction of the intercommunal school group with (€400,000)

start of studies in partnership with the APHP for the renovation of the CMS Barbusse (€300,000)

Launch of programming studies on the Langevin school group, the Moutier and Lamotte crèches

Land development and greening of public spaces (22%, or €7 million), including:

rehabilitation of the Ottino Market (€1.5 million)

revegetation and development of nature in the city Place Jean-Jaurès and corner Parmentier Barbusse (€958,000)

Delivery of 3 parks and squares in the Docks district (to which will be added the Athletes’ Village park, financed by Solideo)

General administration (20%, or €6.4 million), including:

start of rehabilitation work on the Chaudon holiday center

delivery of local Arago and Joliot-Curie land,

Culture, sports and youth (5%, or €1.6 million)

launch of the consultation for the renovation of the Ice Rink into cultural equipment (€450,000)

And also:

rehabilitation of the Ottino food market, launch of rehabilitation studies for building B on the Ile des ; delivery of Arago and Joliot-Curie local land
