In place since April 2021 in the city center of Grasse, the prior authorization for rental will be extended by three years until the end of 2027. A measure intended to fight against substandard housing and slumlords which concerns 650 buildings and nearly three thousand housing units.
Request prior to rental
Before each new rental, owners must contact the municipal hygiene and health service, which will visit the accommodation and give or not authorization to sign a lease.
Since the implementation of this system, around twenty refusals and around forty inadmissible files have been recorded out of a thousand requests. Nearly 40% of housing units have undergone prior compliance work to obtain their rental permit.
This rental permit does not apply to social housing, housing declared as seasonal tourist rental or private housing approved with Anah.
Of the subsidies specific to rental permits are put in place to support landlords after a refused application. They concern three types of work, with subsidies of 50% of the amount excluding taxes: window changes (capped at 3,000 euros), interior insulation work (up to 5,000 euros) and rehabilitation work. electric (up to 2,500 euros).
In the event of rental without a license, the owner is exposed to a fine of up to 5,000 euros and up to 15,000 euros in the event of a repeat offense within three years.
