the court leans towards the town hall

HAS Lion-sur-Mer (), between the Coastal Shelter and the town hall, the story started over 17 years ago ends badly. The bar-restaurant located on the sea wall facing the sea must close its doors. The precarious lease of occupation of the public domain will not be renewed after the year 2024. To the great dismay of the owner of the establishment Roussel, who does not understand the position of the municipality.

A project in place of the restaurant

For her part, the mayor of Lion, Magali Saint, justifies her decision by the launch in 2025 of the redevelopment of the space and the parking lot surrounding the Abri Côtier, just in front of the town hall, commonly known as the “sandbox”. An operation estimated at €680,000 excluding taxes, which includes the construction of a new restaurant the management of which will be entrusted to a professional after a call for tenders.

The town hall refuses a building permit

In addition to the creation of a collective to defend the restaurant, speeches at the end of the council or even a musical happening on November 30, Antony Roussel took the matter to court. Tuesday December 17, 2024, the Caen administrative court presented the dispute: the manager of the Abri Côtier wishes to have “an implicit decision to refuse a building permit” from the Lions town hall annulled.

On May 10, 2022, Mr. Roussel proposed, via a building permit request, to destroy his establishment to replace it with a temporary building : a converted container. Lion town hall then requested additional documents. In particular an important element of thermal regulation. In the absence of this document, the town hall had notified in November 2022 its implicit refusal of the building permit.

The court would rule in favor of the town hall

During the hearing, the public rapporteur (1) went in the sense of the mayor of Lion-sur-Mer, proposing to the court rejection of the appeal of Anthony Roussel and obliging him to cover legal costs incurred by the community: €291. The judgment will be known around mid-January 2025.
