Strategic buildings, expropriation: Saint-Brieuc elected officials are still considering the future of the city center

This Monday, December 16, the elected officials of Saint-Brieuc unanimously voted for consultation prior to a declaration of public utility (DUP) which will ultimately allow these expropriations to be launched. The opposition, however, issued a press release a few weeks ago to denounce a “smoke screen” and an announcement that had nothing “of a serious municipal strategy”.

The question of multi-owners

The expropriation may concern nine buildings out of the sixteen deemed strategic by the City: 1, place du Puits-au-Lait; 3, rue Fardel; 13, place du Martray; 18, rue Saint-Guillaume; 21, rue Saint-Guillaume; 12, rue Saint-Gouéno; 1, rue Jouallan; 3, rue Jouallan; 5, rue Jouallan. Of the sixteen, another building has already been bought, and five others are included in the Real Estate Restoration Operation which allows for expropriation.

“If there are owners whose behavior is not always impeccable, we should not put them all in the same basket,” believes Bernard Croguennec, an opposition politician. “I have received feedback from some concerned owners who are concerned about being harmed by the Estates’ estimates.” The opportunity for Nicolas Nguyen, deputy for commerce and attractiveness, to recall that the City first hopes to find an amicable agreement before having to go through expropriation.

“Not far enough and not fast enough”

Just before, he had underlined the strategic nature of around fifteen buildings, including the nine targeted by the DUP, to revitalize the city center. It is to achieve this objective of rehabilitating 3,337 m2 of housing and 1,886 m2 of businesses that a development concession and a land plot were created. The overall investment for this project, purchases and works included, is estimated at €18.3 million. Including a participation from the City of €5.50 million. “In five years, we will have these strategic buildings which will be put back on the market.”

Insufficient for Raphaël Le Méhauté, the minority spokesperson. “The city center is in a downward spiral of depression. You have a policy that is good but does not go far enough and fast enough. We should not have built 16 buildings but 32, or even 64, to reverse the dynamic.” A point of view that he has defended for several years.

But which the municipal majority does not adhere to. “We are one of the rare cities of this size to implement such a powerful tool,” underlines Hervé Guihard when voting on the preliminary consultation. “An operation like this, you do it once and then it’s over.”
