In September 2024, a Interruptive Work Order was taken against the developer Promocean, on the grounds that its building under construction facing the sea, at the tip of Villès-Martin, was too steep. The construction site was stopped abruptly after the decision of the city of Saint-Nazaire not to grant a modification building permit under these conditions. After 5 months of negotiationadditional studies, and discussions between the town planning services and the developer, the latter will be able to resume the last construction phase of its program. Nevertheless, the 4 ground floor accommodations will have to change their vocation.
The City remains in its positions
“We met with the City on several occasions to try to demonstrate, through several studies, that this drop in level presented no risk” reports Benjamin Gernigon, general manager of Promocean. A wasted effort for the developer who opposed the city’s categorical refusal. “To unblock the situation with our customers, we only had to 2 options » he continues. The longest, a litigation procedure could have dragged the case out for years, “which was not desirable for our clients who have already paid between 60 and 70% of the value of their property”. Paused for 5 months now, the site has also experienced several acts of intrusion and damage. “The longer the construction site remains immobile, the more we run this type of risk” worries the promoter. The latter therefore accepted the second option and the city’s conditions, namely a change of destination of the ground floor housing into business premises.

The promoter obtains guarantees
The modifying building permit will be submitted to the town planning services on Tuesday December 17, 2024 with a view to regularizing the situation. While processing times normally reach 3 months, Promocean has obtained in return that the PCM benefits from an express examination, before the end of the yearand that its delivery immediately lifts the work interruption order. “The construction site should resume no later than the first week of January. We have already contacted the companies involved” says Benjamin Gernigon.
Premises intended for tertiary activity
The 4 accommodations on the ground floor of buildings A and B will therefore be transformed into business premises. “Our customers will be fully reimbursed, including notary fees, and Promocean becomes the owner again” says Benjamin Gernigon. Some buyers have expressed their concern and are wondering about the nature of the activity that will open at the foot of the 2 buildings. “It won’t be not businessbut onlytertiary activityliberal profession type » specifies the promoter, “the co-ownership regulations already provided for this possibility”. Without any further hazards, the delivery of the accommodation should take place during the month of June 2025. The business premises may be offered for sale or rental to interested professionals.
