The Minister of the Civil Service and Public Service Reform, Olivier Boucalannounced an important step forward in the reform of the Senegalese civil service. He discussed the adoption of a new law which would make it possible to control recruitment methods within the public administration. “ There are methods that we can no longer have, that we will necessarily ban and we will put in place a new law which will now regulate the method of recruitment and if we have to go through texts we will do it“, he said. The main objective of this initiative is to ensure better transparency and provide equal opportunities to all citizens. According to the minister, a recent assessment revealed the presence of 29,000 contract agents in the administration, a worrying figure which illustrates excessive and unsupervised recruitment practices, creating an imbalance within the public administration. This system has led to anarchic recruitment, far from respecting the principles of fairness.

The new law aims to put an end to these practices and establish a recruitment process based on merit, in order to strengthen the credibility of the public service. The minister underlined the importance of restoring fairer and more transparent public management. Currently, two main methods of recruitment exist in the public service: the competition and recruitment based on qualifications. However, the latter has been criticized for its lack of transparency, as it often favors candidates with family ties to influential people.. This situation goes against the principles of equality of all citizens before the law enshrined in the Senegalese Constitution, hence the need to review this system. The law will put in place a more structured framework.

The minister specified that the new law will strictly regulate these processes and guarantee that every citizen has a fair chance of accessing the public service. By implementing this law, the Senegalese government intends to eliminate discrimination and ensure transparent recruitment, focused on skills. This change should contribute to strengthening efficiency and justice within the Senegalese public administration.
