HAS and DRS, the new pillars of the health system in Morocco

Morocco is entering a decisive era for its health system with the creation of the High Authority for Health (HAS) and the 12 Regional Health Directors (DRS).

These structures are and will be the cornerstone of an ambitious reform aimed at concretizing the royal promise to generalize universal medical coverage.

But this project will not be able to lead without real and active involvement of walis, local elected officials and regional industrial fabric.

These actors, often relegated to the background see not sufficiently mobilized and aware, must become essential partners in the operationalization of this reform.
It is up to health players to go to them. We must not wait for the opposite. They may have other priorities for which they have been sufficiently informed and briefed.

The DRS, strategic arms, operational or even both of the HAS, will not be able, alone, to take up the regional challenges without a solid support from the local authorities.

Walis and governors, guarantors of territorial development, must ensure effective coordination between the various stakeholders, public and private.

Local elected officials, on the other hand, are responsible for defending the health priorities of their regions, mobilizing local resources and ensuring local control.

Permanent communication bridges must be set up in this direction.

The role of the industrial fabric is just as vital: whether it is to provide infrastructure, invest in technological solutions or support the training of health professionals.

The private sector must be an engine of this transformation.

How to reinvent the public and private partnership in the health sector?

To seal this synergy, a national ceremony presided over by His Majesty King Mohammed would be a good omen.

It would mark the official launch of this reform and would set the responsibilities of the 12 regional health departments, while placing them under the watchful eye of the Walis, elected officials, industrial and citizens.

The message would be clear: the success of this project is based on collective mobilization.

With the HAS in strategist and the DRS in strategists and performers, alchemy will only work if the regional authorities and economic actors align themselves with common national, well -defined, in a dynamic of partnership.

The success of this project cannot tolerate either inertia or bureaucratic partitions.

The challenge is immense, but the opportunity is unique.

If the 13 key players- HAS and DRS- as well as local partners fully play their role, Morocco could revolutionize its health system, offering all its citizens accessible, equitable and quality care.
