On Thursday, December 12, 2024 from 1:30 p.m., Pierre-André Durand, prefect of the Occitanie region, prefect of Haute-Garonne, in conjunction with all the services concerned, organizes an exercise intended to test the specific intervention plan (PPI)* from the company ESSO – Rhône Énergies located in Toulouse, an establishment classified as SEVESO high threshold.
This exercise aims to test the organization of emergency services, the procedure for triggering the PPI and the establishment of command structures in the event of an industrial accident, in particular the departmental operational center (COD). The PPI siren at the ESSO – Rhône Énergies Toulouse France site should sound between 1:30 p.m. and 2:30 p.m. as part of this exercise.
However, by exercise convention, the PPI siren will not sound to signal the end of the exercise.
In a real situation, this siren would signal danger. You should confine yourself to the nearest building. As part of the exercise, local businesses that wish to do so will be able to test theevacuation of their staff more no action is expected from the population.

The FR-Alert tool will also be used for this exercise. This is a real-time mobile phone notification system. The person who receives this sms is then notifiedthat it is in a danger zone, and is informed behaviors to adopt to protect yourself. For this exercise, a simple information message (via SMS) will be distributed to the population at the beginning and end of the financial year without any particular action being expected from him.
All measures will be taken to ensure that the ordinary activities of local residents are not disrupted by the conduct of this exercise.

* The PPI is established with a view to protecting populations, property and the environment to deal with the particular risks linked to the existence and operation of industrial sites. The development and implementation of this plan, which is part of the ORSEC system, is the responsibility of the department prefect.
