assessment and outlook – HAUTE- DISTRICT

Saturday November 30, the Haute- District held its winter General Assembly at the Lycée Agricole Edgard Pisani. This essential meeting made it possible to address numerous strategic subjects for the development of football in our department, with a closing marked by a major technological announcement.

President Leiritz, in his speech, addressed 3 subjects: The societal policy of the District, the alarming state of the Haut-Marne installations, the recent elections to the LGEF and upcoming elections to the FFF.

Healthy finances and reforms studied by the clubs

This General Assembly was first an opportunity to validate the financial report for the 2023-2024 season. With a surplus result the financial report was approved at 84%. The rigorous management of resources was praised, laying a solid foundation for future projects.

It should be noted the record level of expenditure, amounting to 420K euros and the breakdown of which can be seen below:

Subsidies represent 50% of the district's revenue and the sponsorship sponsorship item is still increasing. Fines and administrative costs, contrary to popular belief, only represent 15% of revenue.

In terms of expenses, the main item remains salaries, with an increasing workforce (apprentices, etc.). Numerous operating savings have been made over the past year, ensuring good financial balance.

Another strong moment was the vote on an important reform concerning the arbitration status:

  • The status of the referee-player: the clubs have adopted the move to 12 matches to be played as a referee and 6 matches as a player with an equitable distribution over the season, in order to avoid abuse of this status. This will allow better coverage of matches, particularly at the end of the season, which was the result of a wish from the clubs taken up by a working group led by Yannick Dandrelle.
  • The status of the club referee: no change, the proposed move to 6 matches instead of 5 was rejected by the AG.

These decisions rebalance the different statuses (official referee/player referee/CLUB REFEREE) and aim to strengthen arbitration, an essential pillar of amateur football.

Also note the election of Pascal Chardet as alternate delegate representing the District clubs in the League General Assembly.

Yannick Dandrelle presented the proposals of the working group relating to the status of arbitration.

  • Labels and club projects

The end of the Assembly was marked by a resounding announcement: the arrival of artificial intelligence dedicated to the service of Haut-Marnais clubs. The Haute-Marne Football District thus becomes the second in to acquire this innovative tool.

This tool will be officially launched and deployed in January 2025 to facilitate the work of Haut-Marnais football volunteers!

Karine Colombo representing the Departmental Council (first partner of the District) welcomed the progress in terms of diversity and the dynamism of Haut-Marnais football.

With structuring reforms and the introduction of cutting-edge technologies, the district confirms its ambition to develop Haut-Marnais football and provide concrete solutions to tomorrow's challenges.
