For the doubling of the N4, the case is heard

On Monday, November 25, the intermunicipality validated the financing agreement for the development of 2×2 lanes on National Road 4 (N4). There are now no more obstacles to overcome.

It looks like the end of a sea serpent. The end of “20 years of contempt”would say Quentin Brière. Monday evening, in the urban council, elected officials voted on the financing agreement for the development of 2×2 lanes on National Road 4. At the end of the debates, the mayor of Saint-Dizier and president of the community of agglomeration of Greater Saint-Dizier, Der et Vallées welcomed a “victory for the economic world and for opening up the territory”.

Two successive phases

Planned since its design phase in 1995, the doubling of the N4 was never carried out. In January 2024, Quentin Brière revealed that the project had finally been included in the State-Region Plan Contract (CPER) for the period 2023-2027. It is therefore planned that the development will take place in two phases: first the western section, then the eastern section.

The first phase is already well underway since the widening studies (from the western end of the deviation to the overpass above the RD 384) have been completed and construction can begin. In the East nothing new, detailed studies remain to be carried out. Quentin Brière announces, however, that the doubling of the overpass to the Ancerville interchange, “will be built outside the Marnaval viaduct”doubling a viaduct being a disproportionate work.

The project is funded

The president of the agglomeration community specified the financing conditions of this project “for which (he) is personally committed, with great vigor”. In January 2024, as a reminder, we were talking about an envelope of €14 million, including €6 million for the State and €4 million for the Region. The urban community and the City of Saint-Dizier invested €250,000 each. Of the 14 million, there were still 3.5 million to find.

Monday evening, we learned that the total amount of work and studies that remains to be carried out actually amounted to €16 million, therefore €5.5 million to be covered. However, the funding has been found. The State ultimately proposed a contribution of €8 million, or an additional two million, and the Haute- Public Interest Group (GIP) added €3 million. Finally, the Departmental Council was asked to pay the remaining €500,000.

The program for upgrading National Road 4 to 2×2 lanes is still busy. “I hope to see this work completed in my lifetime!” »quips Jean-Luc Bouzon. The opposition municipal councilor in Saint-Dizier, although in favor of the project, expressed his concern about noise pollution: “Residents are asking for a noise reduction system. The abandonment of rail freight by the SNCF is leading trucks to use the road; we must not penalize local residents, some of whom are already close to air base 113.” This axis sees 20,000 vehicles pass per day, including 8,000 heavy goods vehicles, Quentin Brière is aware of this. The president of the urban community reassures: “Article 2 of the agreement provides for the installation of acoustic protection, it has been voted on and financed”. The matter is heard.
