In Manche, an animal shelter wants one of its counterparts to cease its activities

Animal shelters are understood like dogs and cats in the Channel. The Animalia association, refuge & sanctuary, located in Perriers-en-Beauficel, requested, in 2021, an administrative investigation into another association, Passerelles vers l'emploi (PVE), based in Petit-Celland, near Avranches . If the latter focuses more on social integration, it has run an animal shelter since the 2000s.

Animalia wants Passerelles' animal shelter approval to be withdrawn, believing that they are no longer able to properly care for the animals. “A partnership agreement, established between the two associations, has been brokenexplains Benoît Blondel, public rapporteur of the administrative court of (), where the hearing was held on Tuesday November 26, 2024 to determine whether a procedure should take place. This break, in a tense climate, seems to have precipitated discord. »

“There is no basis for starting a procedure”

Animalia points out the illegality of the modification of the statutes of the PVE association. “But there is not enough evidence to determine whether modifying these objects is actually illegal. The simple multiplication of Passerelles' activities to manage a shelter is not enough to put a procedure in place. »

Failures in accounting transparency were also cited, but, for the public rapporteur, “the reasons for suspension of activity only relate to the treatment of animals, to irregularities in matters of veterinary public health”. In this sense, the only admissible argument during the hearing is that the association does not have vehicles for transporting large animals more than 65 kilometers, in the event of veterinary needs. “But for the moment, there is no evidence to confirm this. »

The decision, placed under advisement, will be rendered within two to three weeks. “There is no basis for starting a procedure”concludes the public rapporteur.
