Wednesday November 27, 2024the sub-prefect of the district of Cherbourg-en-Cotentin (Manche), Jean Rampon, was present at the town hall of Couville (Manche) to publicly show his support for elected officials, in the presence of the mayor Sédrick Gourdinof the first deputy Mickaël Lerosier and the second assistant Eric Guillemeau.

The State representative indicated that he was the administrative authority and that his function was to provide aid as close as possible to the territories. This is particularly the case at Couville where the municipal team has difficulty dealing with the so-called asbestos affair at school. “I spoke with the prefect to find the best way to respond to the situation,” began Jean Rampon.

As a reminder, this summer, following an initiative taken by an assistant to work on a prefabricated building in the school, people from the “Couville asbestos collective” filed a personal complaint for endangering others, assuming that there was asbestos dust in the rubble stored between April and July in the kindergarten courtyard.

Three complaints against the elected official without follow-up

“My job is to provide advice to the mayor,” continued the sub-prefect. “As it is a health problem, it appears from the analyzes and opinions that there was no particular endangerment to children. Afterwards, people may feel that they have personal interests and that they wish to have guarantees and may think that not everything has been done. They also have the means to express this in a dispassionate manner to the point of taking legal action. »

In recent months, the courts have examined the facts since three complaints were filed, all of which were dismissed by the prosecutor, which put an end to the procedure.

“I realize that, beyond the subject, there is tension and positions that go beyond what one can expect when one is not happy. Since it's a schoolyard, I come to whistle a bit for the end of recess. »

“People believe they are above the law and do not hesitate, by any means, to express their opinion violently”

“The limits are malicious intent and using means other than those legally permitted and that is not acceptable,” persists the state representative. “Unacceptable” harassment is not one of the legal means.

“Our society is drifting towards an exacerbated individualism and this appropriation of a truth not recognized at its proper level; This makes people believe they are above the law and do not hesitate, by any means, to express their opinion in a violent, non-contradictory manner and this is not acceptable. »

Jean Rampon then spoke about the difficulty of being elected today: “When an elected official is the subject of continuous and defamatory attacks which amount to verbal violence, we support him by informing him of the protection from which he can benefit within the framework of his duties. Elected officials have a difficult job and defend a community. There is a democratic moment when everyone can express themselves, and that is the elections. It’s not the one who shouts the loudest who is right.”
