« The increase is acquiredconfirm Bruno Delmazure, president of the National Housing Confederation in Manche (CNL 50), but this is the first time that there have been so many votes against. »
The Friday October 18, 2024on the occasion of board of directors of the social landlord Presqu'île Habitat, the administrators had to decide on the increase in rent from tenants pour the year 2025.
Of the 22 voters, 12 voted for, 7 against and 3 abstained (more details can be found here).
+ 3,26 %
“For 2025, reminds the board of directors, the increase in rents is set according to the variation in the rent reference index of 2e quarter of 2024 (140.17) compared to that of 2023 (140.59). The index is capped at 3.26%. »
The administrators have chosen to use this ceiling to its maximum: the increase in rent for tenants of Presqu'Île Habitat will thus be 3.26% in 2025. “In addition, specifies the board of directors, it is proposed to 'increase rents upon re-letting to the maximum rent. »
Without gesture or consent, for the CNL 50
A cold shower for the four administrators who represent the tenants of Presqu'île Habitat:
After the 3.5% increase in 2023 [pour 2024, NDLR] […]applying the maximum rate two years in a row, from the tenants' point of view, this is starting to do a lot. We understand that a reasonable increase is necessary to allow the office to complete rehabilitation and construction projects. Especially since the State, year after year, drains landlords by not pursuing any coherent housing policy.
However, CNL 50 would have liked a gesture and the consent of the tenants. On a daily basis, several conditions are, according to her, not met. Namely the taking into account of complaints within a reasonable time, thecondition of housingthe quality workmanship or even the collective heating supplyespecially for keep the most vulnerable at home In good conditions.
The discontent tenants would remain (“No one answers me”, “The work is poorly done”, “No one comes to check”, “It's all well and good to build something new but our building has never had any maintenance”…), and this despite “de facto efforts since the change of direction ».
The CNL 50 questions and proposes
“After calculation, the 3.5% increase in rents in 2024 should bring in around a million eurosapproximately the same for the 3.26% in 2025, continues the CNL 50. By reducing the increase to 2.6%, which would bring it closer to the inflation forecast in 2024, this would only represent a decrease in revenue of 200,000 euros, to be compared to the total rental income of 30 million euros and the three million euros of work budgeted but not carried out in 2023. These 200,000 euros must also be considered in the light of the financial potential per accommodation which doubled between 2022 and 2023 to reach 6,000 euros, as well as self-financing which is still triple the national average. »
Of the room for maneuver would exist, wants to demonstrate the CNL 50, which also carries many ideas for save money throughout the year.
We could install timers in the lobbies and common areas of certain buildings, where the lights are currently on permanently during the night.
The administrators voted, the 3.26% increase for the rents of Presqu'île Habitat tenants is validated.
