While the programme Leader (Link between rural economy development actions) has just entered its new phase 2023-2027the Lédonian Country – administrative entity bringing together theCommunity space Lons agglomeration Community of communes Bresse Haute Seille (CCBHS), Emerald Land Community (TEC) and the Community of communes Porte du Jura (CCPJ) – is in search for project leaders.
Thanks to this program, which is part of the Feader (European Agricultural Fund for Rural Development), these are 2.3 million euros which will be intended for finance the selected projectsso much for'investment that of functioning or the benefit.
“Our goal is to find communitiesof the associationsbut also privatewho would be required to develop projects within the framework of seven action sheets that we have defined (read below)” explains Jean-Louis Maîtrevice-president of the Pays Lédonien delegated to the economy and the Leader program.
Seven action sheets:
Objective of the Lédonian Country for this new Leader program: to be a territory active in its transitions. For this, the local administrative entity has defined three areas and seven action sheets.
• Axis 1: Living well in a dynamic rural environment
> Action sheet 1: Creative and innovative towns and villages. Here the objective is to revitalize and energize towns and villages by developing, maintaining and enlivening businesses and services.
• Axis 2: A productive and innovative rurality
> Action sheet 2: Circular economy initiatives and projects. The goal: to strengthen responsible consumption, to get players in the circular economy to cooperate, but also to reduce and recover waste and bio-waste.
> Action sheet 3: Local resource development sectors. In this area, the Pays Lédonien wishes to structure and lead the food, agricultural and forestry sectors, across all stages of the chain: production, processing, logistics and marketing.
> Action sheet 4: Collaborations in the service of economic innovation. Objective for the territory: develop entrepreneurship through new activities and innovative practices and create favorable conditions for the collaborative economy.
• Axis 3: A preserved tourist rurality
> Action sheet 5: Sustainable and eco-responsible four-season tourism. To do this, the expected projects must make it possible to professionalize the actors and the quality of the information provided, but also encourage the sustainability of tourist sites, products and services.
• Axe transversal :
> Action sheet 6: Cooperation as a driver of interterritorial exchange.
> Action sheet 7: An animation serving the mobilization of stakeholders
Up to 80% subsidies
Once these projects presented to the programming committee and having received a favorable opinion within the Lédonian Country, the latter are then instructed at the level of the Burgundy Franche-Comté regionwho can authorize these to be 80% funded and capped at 200 000 euros.
“During the previous program, 49 projects well-established today have been subsidized, like the revitalization of town centersof the Elan garden canneryof the tourist lodgesor even collective marquee Like a glove », explains Claude Borcardpresident of the Pays Lédonien.
To date, eight projects have already passed the validation stage with the Pays Lédonien, and are in the process of being subsidized: a study for the revitalisation of Sellières and another for that of Domblans, a cooperative production network on the wood industryor even a series of documentaries on health professionals in order to attract new ones.
“Our goal now is to follow as many project leaders as possible in order to use the entire envelope allocated to us,” concludes Claude Borcard.
