France 2030: skills and professions of the future, a concrete accelerator of change

The government, Astrid Astrid Panosyan-bouvet, Minister of Labor and Employment, but also Anne Genetet, Minister of National Education, and Patrick Hetzel, Minister of Higher Education and Research, welcomed the capacity of all stakeholders to mobilize to meet the challenge of the talents that France needs to respond to the many challenges, particularly social, economic and environmental transitions.

The “Skills and professions of the future” system: an unprecedented and collective ambition to train in the skills of tomorrow

Increasing the skills of young people and employees is one of the first levers for the success of the social, economic and environmental transitions underway. It makes it possible to accelerate the adaptation of training to the skills needs of new sectors and professions of the future and overall to strengthen the human capital essential to the reindustrialization of our country and the functioning of the economy and businesses. The Minister of Labor and Employment, Astrid Panosyan-Bouvet recalled that “these projects and their financing are crucial for our industry. With more than 550,000 vacant jobs, and 60,000 in particular in industry, it is imperative to direct young people and employees towards the professions which are recruiting, towards the professions of tomorrow to respond to the ecological, digital and industrial revolution“.

As part of France 2030, the call for expressions of interest “Skills and professions of the future” has contributed significantly since 2021 to the challenges of reindustrialization and sovereignty of France by identifying and supporting training projects aligned with the strategic sectors of France 2030: small nuclear reactors, decarbonized hydrogen and renewable energies, decarbonization of industry, food and agriculture, health, digital technologies, space, the seabed and even cultural and creative content.

Skills and professions of the future: unprecedented means and mobilization to support training

After a very successful season 1 of the system, the President of the Republic launched season 2 in June 2023 with a simplified method of submitting files via the letter of intent. A simplification which generated more than 400 letters received and analyzed reflecting the unprecedented mobilization of stakeholders: companies, communities, training organizations, academies, universities, career campuses, etc. For season 2, 62 new projects have already been selected for funding of around €345 million, totaling 182 training projects since the start of the system's deployment 3 years ago..

For the Minister of Higher Education and Research, Patrick Hetzel, “This phase also involves finer management on the part of the ministry to take into account the projects already financed and the territorial network, emphasizing the adequacy with the needs expressed by the territories and local socio-economic actors. This implies trusting higher education and research establishments to structure and develop their training offer, with more autonomy.”

Season 2 of the CMA scheme: 62 new schemes for €345m in aid

As part of season 2 of the CMA system, 62 new training programs are supported with France 2030 funding of around 345 million euros.

On a regional level, Occitanie, the Grand Est Region and Pays de la Loire demonstrate significant dynamism this season, and the Antilles come into play with 2 projects.

Among the remarkable projects in Occitaniathe project COMMENTSsupported by the University of Toulouse and its large consortium, which multiplies the paths of access to professions in the space industry and structures a transversal training system for professions in space systems engineering (miniaturization and integration, automation by AI, security, massification of production, etc.). The project eOLE Campussupported by Airbus Operations in conjunction with the CMQ of aeronautics and space, will offer around 1,400 young people per year the opportunity to integrate companies in the sector and transform it as well as the C2A project supported by the UIMM Occitanie Adour-Pyrénées which aims to respond to the challenges of attractiveness and skills in the decarbonization of the Supply Chain in the aeronautics sector in particular. Finally, the project PEGASE concerns the zero-emission plane and which is also supported by the University of Toulouse.

In the Great Eastthe dynamism of the University of Haute Alsace (UHA) which is carrying out two major projects is praised. The project CyMoVe in particular with the CMQ “Industry of the Future and Digital” focuses on the automotive sector, in particular on the growing connectivity of electric vehicles and automotive cybersecurity. The project HoMaBra’30 (Houblon, Malterie, BRAsserie 2030), in conjunction with the CMQE “Agroalimentaire Grand Est” aims to support the French brewing industry by creating a transversal training platform which goes beyond training in the hop trades, cereal farmers/maltsters and brewers, and which opens onto the agricultural and agri-food aspects, the preservation of natural resources and even energy savings. Finally, the project “Solar Potentials”supported by AFPA, aims to meet the growing needs for skills in the installation, maintenance and operation of photovoltaic energy in the region.

In Pays de la Loirethe project FBCA Excellence, supported by the Lycée Livet – CMQE Bâtisseurs, is positioned in the field of decarbonization of construction with a focus on teacher training. Two other projects in the health field, TRIAN4BIOPROD supported by Oniris VetAgroBio Nantes, to respond to the challenges of digital health, and I THINK carried by Nantes University, that the challenges of bioproduction.

In Guadeloupethe project CyberEDAtillesupported by the University of the Antilles (UA), GRETA, the Martinique and Guadeloupe Rectorates, in conjunction with the Caribbean Cybersecurity Agency and other private partners, will cover the entire West Indian territory and strengthen digital sovereignty in a Basin marked by strong international competition. The territory also has a project WorkforTomorrowBTP supported by the CNAM Guadeloupe in close collaboration with a range of public and private stakeholders in the archipelago.

Finally, Normandy is adopting a new large-scale project which concerns power electronics training intended for electric vehicles 2030, FOREP-Vé2030and which fits perfectly with the objective of reducing CO2 emissions from new cars in Europe to zero from 2035.

While Normandy stood out for its commitment to nuclear power during season 1 with the 3NC project, it is the region PACA which is part of this objective during season 2 with the project OPEN and the creation of a School of Nuclear Engineering Professions in Marseille to meet the need for 10,000 annual recruitments over the next ten years in the nuclear sector.

The attractiveness of sciences and industrial sectors constitutes a major challenge for the success of this major France 2030 training plan. Season 2 is marked by a strong ambition in terms of attractiveness, with major projects such as WorldSkills France 2030, 3KAMI, C’possible, TechPourToutes or even Pix+Impact.

Space adventure has two projects, one in Occitanie COMETES mentioned below and UB2030-CAP BIOSPACE carried by the University of Bordeaux which concerns biological and health skills and abilities for human exploration of space. The nuclear industry has two new projects N2G2V and OPPEN in Grenoble and Marseille respectively, totaling 4 projects with season 1. Low-carbon aircraft are making their debut in this season 2 with 3 projects (C2A and Eole Campus and PEGASE). The positioning of the training on sustainable food and agro-equipment is confirmed with 9 new projects including 2 in Burgundy-Franche-Comté (EVOFIA and Open Agro Lab) and 2 in Grand-Est (HoMaBra'30 and HubMaintenance), without forgetting Avenir Agro supported by AgroParistech. Note also the A2ForBois project which follows the prospective jobs/skills diagnosis recently carried out by the CMQE Forest-Wood. A2ForBois offers an ambitious and coordinated response to the recruitment and skills needs of upstream forestry (nurseries, forest management and forestry work) and sawmills, across 3 regions BFC, AURA and Grand Est.

Season 2 of CMA also confirms the major trends initiated during season 1, in particular:

• The multi-level qualification dimension: those of technicians and senior technicians for whom companies experience the most difficulties due in particular to the low attractiveness of certain branches (old for construction, more recent for aeronautics) and naturally that of engineer.
• The multidisciplinary dimensione, particularly in digital health where the aim is to raise awareness among medical students of the uses of digital technology and to provide students in digital fields with training in the applications of digital technology to health professions.
• Innovation, immersion, hybridization…are now at the heart of teaching, whether it involves coloring existing courses or creating new training courses.

France 2030 is defined by two transversal objectives consisting of devoting 50% of its expenditure to the decarbonization of the economy, and 50% to emerging players, carriers of innovation without expenditure unfavorable to the environment (in the sense of the Do No principle Meaning Harm).
• Is implemented collectively : designed and deployed in consultation with economic, academic, local and European stakeholders to determine strategic directions and key actions. • Is managed by the General Secretariat for Investment on behalf of the Prime Minister and implemented by the Ecological Transition Agency (ADEME), the National Research Agency (ANR), Bpifrance and the Banque des Territoires.
