Environmentalists and socialists announced in the morning that they will vote on this motion of censure linked to the Social Security financing project (PLFSS). A vote without suspense in the Senate. The upper house of Parliament, dominated by the right and the center, should comfortably validate the Social Security financing project (PLFSS) for 2025 in the afternoon. The Senate has remained faithful to the government's initial copy, taking on billions in savings while social finances are at half mast.
Towards a compromise in a joint committee? This is the next step for the budget: seven deputies and seven senators must meet on Wednesday at 2 p.m. to find a common version. Even if the use of 49.3 is inevitable for Michel Barnier, activating it on a consensus text may thus seem less cavalier than a forced passage without prior agreement between the two chambers of Parliament.
Limited use of article 49.3. Three budgetary texts are likely to be subject to 49.3 and therefore to a motion of censure. First the Social Security financing bill from next week, then the end-of-management finance bill, finally the finance bill for 2025 before Christmas. If the motions of censure are voted by an absolute majority of deputies, the government must resign.
