In accordance with the law, the urban community of Le Havre (Seine-Maritime) is setting up the Low Emission Zone (ZFE) from January 1, 2025.
Who is affected?
The ZFE is now compulsory in all towns with more than 150,000 inhabitants. In the territory of the urban community of Le Havre, this restriction concerns private cars, heavy goods vehicles and motorized two-wheelers.
“The objective is to limit the circulation of the most polluting vehicles in the densest traffic areas to improve air quality”indicates the CU.
Thus, on January 1, 2025, the exclusion will concern all “unclassified” vehicles, Crit’air 4 and 5: private vehicles registered before January 1, 2025. is January 1997, light utility vehicles registered before October 1, 1997, heavy goods vehicles registered before October 1, 2001 and two-wheelers registered before June 1, 2000. This restriction is valid 7 days a week, 24 hours a day.
This represents less than 1% of the urban community's vehicle fleet.
Where is the Le Havre ZFE?
The ZFE-m will concern a perimeter delimited by the RD 6382 ring road and the Tancarville canal, as well as a limited part of the municipalities of Octeville-sur-Mer (southern end of the Chesnaie road) and Fontaine-la- Mallet (rue Louis Lumière), and with the exception of a service retained for the two hospitals and for the Grand Hameau park and ride.
All residents of the urban community likely to frequent this area are affected by the restriction. People whose vehicle does not comply with the legislation are liable to a fine of 68 euros to 135 euros.
How to travel in the ZFE?
To travel in a ZFE, all vehicles must have a Crit'air sticker which indicates the pollution emission level of the vehicle according to its age, the type of engine and the fuel used.
What aid is granted for owners of unclassified vehicles?
Le Havre Seine Métropole will propose at an upcoming community council to grant specific additional aid to owners of unclassified vehicles affected by the ban on entering the ZFE.
This aid can be combined with existing State aid (ecological bonus, transition bonus, ZFE-m surcharge, departmental aid):
- up to €2,000 for the purchase of a minimum Crit'Air 3 vehicle (private or utility vehicle);
- up to €1,000 for the purchase of a minimum Crit'Air 3 motorized two-wheeler;
- up to €500 for the purchase of a bicycle, electric bike or cargo bike;
- up to €12,000 for the purchase of a heavy goods vehicle;
- reduced pricing for users choosing public transport.
