The mobilization of territorial agents before the Departmental Council of Haute-Garonne, Tuesday November 19, 2024 in the morning, proved to be extensive. More than 1000 people were present (out of 7000 staff across the entire department) during a general assembly to oppose the announcements made by the president of the community, Sébastien Vincini, aimed at making up for significant government budget cuts.
The departmental executive announced the elimination of 500 positions and a review of working conditions, as part of a savings plan. Unacceptable for Raphael Croset, general secretary of the CGT of CD31: “if the budgetary constraints are not contested, it is the choices of the executive which are called into question. The presidency cannot say that everything is the fault of the Barnier government and its 60 million euros in savings. Haute-Garone already has a hole of 100 million euros and that is not the government's responsibility.“
The executive plans to make 25 million euros in savings on the payroll, a decision that the unions consider premature and point out certain political choices, in particular the participation of the department in financing the LGV to the tune of 14 million euros per year for 40 years.

“President Vincini told us yesterday that he made these choices with full responsibility to avoid the department being placed under the supervision of the prefecture. For us, this choice for the Haute-Garonne community is not the right one” estimates Raphael Croset.
Trade union organizations are demanding that all avenues for savings be explored before considering cuts in the payroll.
These decisions must be validated during a territorial social committee on November 26. The trade union organizations have decided to go on strike for this day. “The elected officials were able to see this morning that there were a lot of people. Agents particularly worried, particularly for their future, whether they are permanent or contract workers. This is what we want to say to the presidency: you saw the world that was there, this world is fed up. They don't understand the positions you take.”
