Two years of work thrown away over a typo. A bad copy/paste could doom the experiment of “zero long-term unemployed territory” in the community of communes of Pays de Dieulefit Bourdeaux, in Drôme. While the financing of this experiment was voted by the departmental council in 2022, in the documents the project was confused with that of the Val de Drôme community of communes: a new vote by the Department is required. Problem: after two years, the departmental council would no longer really agree to finance the project, even though it was put together by several people.
Instead of including the name of the intermunicipality in the texts making it possible to obtain funding from the State, it is the name of the Val de Drôme community of communes which was written. This shell, on paper insignificanthas the consequence that the project must be voted on again in the Department to be validated. Except that in the meantime, the government has asked communities, including the Departments, to make savings.
Necessary savings, efficiency called into question
The last chance for the experiment to be voted on by the Departmental Council will take place in December. Then it will be too late and the national zero-unemployed territory association will no longer be able to give authorization. The employment-oriented enterprise (EBE), which allows people far from employment to work full-time (on the RSA but not only) could therefore not be financed. According to the application file of the Pays de Dieulefit Bourdeaux community of communes, Around 350 people are out of work in the region and could potentially benefit from this company to find work.
Except that the projects for territories with zero long-term unemployment are not or no longer considered financially “effective” for the Departmental Councils. It is profitable if people leave the RSA (paid by the Department) to go into employment, but it is not profitable if it involves subsidizing “other” jobs. At a time when the government is calling on communities to make savings, the president of the Drôme Departmental Council is therefore leaning towards abandoning the project, despite the work of the employees and volunteers involved in its preparation.
