The first historical partner of local authorities, the Department of Manche, as part of its 2022-2028 territorial policy, is driving a dynamic to support them in carrying out their projects. This territorial policy, the basis of the mandate project, aims to continue supporting communities using four tools, taking into account the specificities of each territory: the Channel Territory Contract (CTM), the Urban Pole Contract ( CPU), the Service Center Contract (CPS) and the Rural Investment Fund (FIR).
Rehabilitation of an old house
Concerning Le Grand-Celland (Manche), it is the fourth tool cited which was signed, Monday November 4, 2024, at the Manche departmental council.
“The project consists of the rehabilitation of an old residential house, currently vacant, which will subsequently be offered for rental with 65 m2 of living space. The cover will be completely redone. The openings will have to be modified, the joints of the stone walls will have to be redone to obtain a better seal. The interior also needs to be reviewed from A to Z with of course the insulation of the walls, the arrangement of the partitions, a total overhaul of the electrical installation and plumbing. A heat pump will also be installed, before carrying out the painting work throughout the home. In the end, classification B is considered after an initial state in G,” explains Richard Herpinmayor of Grand-Celland.
He greeted the dynamism of the communitywith a primary school and located within a radius of less than fifteen kilometers from Avranches, with a population that has been constantly increasing for ten years (largely young and active). €48,000 awarded by the department
For each municipality eligible for the Rural Investment Fund, the Department has determined an overall envelope valid for the two years of the system, calculated on the basis of €100 per inhabitant (DGF population known at the time of request), and comprised between 50 €000 and €100,000.
The intervention rate applicable to the eligible cost of the operation will be flexible and defined by the project owner, in a range between 10 and 40%, within the limit of the financial envelope. A 20% increase in financial aid is possible, for the most virtuous projects, in favor of the ecological and inclusive transition.
The DGF population (total population) being 651 inhabitants, the FIR envelope is granted for a maximum amount of €65,100. “The estimate for the work indicates a cost of €160,000. For this sum, €48,000 from the FIR would be awarded,” adds Richard Herpin.
