“We did the plumbing, the electricity, the tiling, everything”: a national police officer accused of having her agents work clandestinely for work on her home

An agent on a fixed-term contract even claimed to have had to advance the money in many situations.

The head of the operational support department (SDSO) of the Seine-Maritime national police is in turmoil. Targeted by an administrative investigation by the General Inspectorate of the National Police (IGPN) of (Ille-et-Vilaine) she is accused of having had her agents work clandestinely for work at her home, revealed Blue this Monday, November 18.

“We did everything to him”

The employees – its agents, who are not police officers – would have worked for almost two years in the house of their director, located in Saint-Aubin-Lès-Elbeuf (Seine-Maritime). From floor to ceiling through the exterior, “we did the plumbing, the electricity, the tiling, everything”, one of his agents testified.

Work versus career advancement

Paid in cash, the director would still owe them money: around 10,000 euros, especially since many of them advanced money. This is the case of a fixed-term employee who claims to have had to withdraw money “in cash” to “look for materials at the DIY store”. In addition to the work, employees also had to take the director's dog out for him “doing one's business” : tasks that were done during their working hours. In exchange for these “services”, the director promised them career advancement.

Heavy evidence against the head of department

This is confirmed by a report from the professional interview of one of these officials, dating from April 2024, which France Bleu Normandie was able to analyze. “An excellent professional who deserves to be recognized for his true value, by being promoted to the rank of controller”it is said by the director. In addition to the testimonies they were able to collect, our colleagues also have text messages, videos and photos which support these accusations.

Their end-of-year bonus for his son

Equally damning, a report addressed to the interdepartmental director of the national police (DIPN), Nicolas Bouferguene, accuses the director of having ordered them to “pay part of their end-of-year bonus to their son”hired at the end of 2023 in the service, who was therefore able to benefit from an Annual Compensation Supplement (CIA), a bonus paid exclusively to civil servants.

For this, the suspect inflated the holders' premiums to the maximum, up to 1,000 euros. The director then ordered them to pay the sum of 500 euros in cash to the contractual agents… including her son. “I received by transfer the sum of 500 euros from a titular agent, even though I do not have the right to receive money from this bonus”one of the SDSO employees told France Bleu Normandie.

Accusations denied by the accused

The director “formally” denied these accusations. “She will not respond on the merits given the duty of reserve conferred on her by this status,” her lawyer, Me Laura Kalfon, reacted to France Bleu. If an investigation is indeed underway, “it is not judicial,” she argued. Finally, the head of department would collaborate “with the investigating authority in order to establish the truth”. Furthermore, the lawyer assures that the director – still stationed within the national police – “has no decision-making power regarding the promotion of members of its service.”

The public prosecutor of , Sébastien Gallois, confirmed that an administrative investigation was opened in July. As for embezzlement of public funds, “At this stage, no legal investigation is underway.”
