97% of the Île-de-France territory is in a medical desert situation.
Suffice it to say that contrary to popular belief, the lack of general practitioners and specialists does not only affect the rural sector.
While the town of Argenteuil (Val-d'Oise), like so many others in the Paris region, has become a medical desert, the municipality of Argenteuil has renewed its local health contract for four years (2024-2028). (Cls).
THE local health contracts come from a 2009 law reforming the hospital.
The local health contract is intended to be an innovative system that mobilizes all stakeholders in the health field and other public policies (social action, housing, education, town planning, youth, etc.).
The city signed its first Cls in 2012 with the Île-de-France Regional Health Agency and the prefecture. It was renewed in 2017 and extended until December 31, 2023. This “third generation” Cls is based on a territorial health diagnosis in 2024.
3.8 general practitioners per 10,000 inhabitants: a rate below the average
In the largest city in Val-d'Oise (108,567 inhabitants, source Insee 2020) made up of 42% young people under 30, 21% single-parent families, where 46% of Argenteuil residents aged 80 and over live alone, where the poverty rate reaches 27% (17.7% in Val-d'Oise) and where 20% of the population is exposed to pollution atmospheric, there are only 41 liberal general practitioners.
Which is “well below the departmental, regional and national averages: 3.8 general practitioners per 10,000 inhabitants compared to respectively 5.5; 6.5 and 8.3″.
Please note, however, that the municipality has two municipal health centers (Cms), Fernand-Goulène (city center) and Irène-Lézine (Val-Nord), where 15 general practitioners practice.
Between 2009 and 2013, the Cms lost four doctors. The number of private general practitioners has increased in ten years (2013-2023) from 62 to 41. Argenteuil also has Victor-Dupouy hospital center.
Finally, Argenteuil has 11 health centers which bring together salaried health professionals, as well as a private psychiatric clinic in Orgemont.
13% of Argenteuil residents do not have a GP
Argenteuil has a mortality rate from cancer and disease higher than the regional average. “Analysis of the data reveals particularly worrying perinatal health indicators,” notes the contract, which is part of a global context. Val-d'Oise, a socially disadvantaged department, presents a “particularly degraded” situation.
When questioned, the Argenteuil residents who responded to the questionnaires indicated that 13% of them did not have a GP and 30% had given up seeking treatment over the last 12 months.

Among the Cls's priorities are therefore the improvement of access to care, the strengthening of actions in favor of perinatal health and the development of prevention and health promotion without forgetting environmental health.
Mental health, a stated priority
Mental health must be placed as a priority as well.
In the editorial of the Local Health Contract, the mayor of Argenteuil, Georges Mothron (Dvd) and his assistant for social action and health, Carine Gonçalves, emphasize that the health of Argenteuil residents is “at the heart of the concerns” of the municipality and that the health crisis has shown that local authorities play an important role in this regard.
“Faced with medical deserts, the City is carrying out actions that are as numerous as they are innovative. » The elected officials cite the Cms, which “testify to this unfailing involvement”.
The municipality also says it is aware of the need to
“put more resources at the service of prevention in order to reduce the need for care and reduce social and territorial inequalities in health. It is within this framework that our action continues with the renewal and signing of our third local health contract.”
