Towards a territorial pact in favor of health in Nièvre?

In a context of sensitive demographics of healthcare professionals, the general director of the ARS of Burgundy Franche-Comté, Jean-Jacques Coiplet, met around twenty Nivernais elected officials, Tuesday, November 5, in , to offer them a “ territorial pact”.

After discussing the difficulties, expectations and needs of the population with the elected officials of the department, the director general of the Regional Health Agency (ARS) of Burgundy Franche-Comté proposed to them a territorial pact in favor of health .

“It seemed important to us to promote all the actions carried out in Nièvre by local authorities, elected officials, institutions and health professionals. It is often in areas in difficulty that the most innovative initiatives are taken,” summarized Jean-Jacques Coiplet.

Among them, the development of the exercise coordinated with fifteen health centers and two territorial professional health communities, the installation of Solidarity Doctors, the creation of an ephemeral practice in Fourchambault or the deployment of tele-expertise in Varennes- Vauzelles for dermatology.

In addition to reinforcing and sharing existing actions, this territorial pact must make it possible to provide new responses to improve the health offer. “The idea is to propose a sort of partnership agreement with the Departmental Council, elected officials and institutions who want to provide additional answers.”

An action plan and shared governance

Supported by the Minister of Health and Access to Care, the pact will be based on an action plan, associated resources according to the priorities set (access to care, aging well, environmental health and mental health) and shared governance.

“The means are given. If we go there in coordinated order, we will be able to continue to work as well as possible. There is no miracle recipe in this area, but there are ingredients. It’s when we all work together that we provide the best solutions,” he concluded.

If the signing of this territorial pact in favor of health is expected “as soon as possible”, certain elected officials took advantage of the meeting to plead, once again, for “the fair return of Center 15 to Nièvre”. “There will be no pact without an act of commitment from the ARS concerning the return of Center 15 to the territory,” confided Hicham Boujlilat, vice-president of the Region, in charge of human resources and evaluation of public policies.

On the hospital side. The general director of the ARS stressed that the director of the regional hospital group, Florent Foucard, was preparing an action plan, in the short, medium and long term, to improve the organization and operation of emergency services in the Nièvre. It is expected “by the end of the year”.
