Barnier announces that he will “probably” have to use the 49-3

Prime Minister Michel Barnier announced that he would “probably” hold his government responsible for the 2025 budget via article 49.3 of the Constitution, in an interview with West published this Thursday. This decision, motivated by the rejection of the text by the right and the center after modifications made by the left, seems inevitable to him. “When I see what happened in the Assembly […]it seems difficult to do otherwise at the end of the discussion,” he said. However, he stressed that he had allowed “the debate to take place there”.

Although a motion of censure could follow this procedure, Michel Barnier remains confident. “The French do not want” an overthrow of the government. He claims to see popular support: “What I hear the most is “courage, hold on”. Believe me, I don’t miss it.”

Budget adjustments for communities

Faced with criticism from local authorities, in particular from departments denouncing a threat of “asphyxiation”, Michel Barnier promises “significant adjustments” in the budget. However, he ruled out a return of the housing tax abolished by Emmanuel Macron, despite the demands of certain mayors.

“We will not recreate this tax nor create new local taxes,” he further assured. He also expressed his reservations about the idea of ​​eliminating a public holiday to finance Social Security, deeming this measure “complex to implement” and potentially ineffective.

While the government fears an increase in social plans in companies, the Prime Minister announced the creation of a “task force” mobilizing the ministers of Labor, Industry, Finance and the Budget. The objective is to “respond quickly to each particular situation”. Michel Barnier also required companies that benefited from public aid during the Covid and expensive energy crises to justify their use.
