The deputy of the 2e Channel constituency Bertrand Sorre (Together for the Republic) was appointed co-rapporteur of a mission « flash » on the Community Life Development Fund (FDVA) within the Committee on Cultural Affairs and Education. What is it about?
Mission « flash »
In parliamentary language, a “flash” mission is an information mission carried out over a short period of time. A relatively recent format led by at least two deputies which also gives rise to hearings and a written report. The themes covered often make echoing the news.
FDVA
The Associative Life Development Fund is a system created in 2011 to support small associative structures.
Since 2018, parliamentarians have been members of its advisory committee. The FDVA took over from the “parliamentary reserve”.
Volunteer training (FDVA 1) and innovative actions (FDVA 2) are two pillars of this fund. In 2024, some 10 million euros were intended for FDVA 1 and nearly 58 million for FDVA 2.
In Manche, 90 associations were able to benefit from it this year, for a budget of 390,000 euros.
Commission
The Committee on Cultural Affairs and Education, of which MP Bertrand Sorre is a member, is one of the permanent committees of the National Assembly.

Co-rapporteur
The Manchois Bertrand Sorre shares the role of rapporteur of the current mission with Nicole Sanquer (Freedoms, Independents, Overseas and Territories), deputy of the 2e constituency of French Polynesia.
They will be required to drive auditions in the coming weeks to draw up the first parliamentary assessment of the FDVA which grants subsidies to associations: its successes, its obstacles and its difficulties. “It is crucial,” says the MP, “to unreservedly support this associative fabric and its volunteers. »
